    THE ARISTOTLEIC TRADITION OF THE THREE FORMS OF GOVERNMENT

    IN DISCUSSING HIM WITH Megabizo (aristocratic) and Darío (monarchist), Otanes defends democracy or isonomy (equality before the law). For PLATON, of the 5 forms of government (aristocracy, timocracy, oligarchy, democracy and tyranny) only the aristocracy is good, and he defines democracy as the government of the number, of the many, of the multitude. For Plato democracy is the least good of the good ways and the least bad of the bad ways. The monarchy is bad for excess of authority, democracy for excess of freedom. For ARISTOTLE, democracy is the government with the advantage of the poor different from tyranny (government with the advantage of the monarch) and oligarchy (government with the advantage of the rich), being the corrupt form of politics, because it is the government of one party against the other.

    Then it is taken in a broader sense, and Aristotle gives it 5 forms: 1) rich and poor govern at the same time, 2) public offices are given by a very low census, 3) all citizens (except those deprived of rights civilians by judicial procedure) can hold public office, 4) all citizens without exception can hold public office, 5) it is the mass and not the law, the sovereign (demagoguery).

    Later variants: a) BODINO's distinction between forms of state and forms of government, where the first is ownership and the second is the exercise of government (eg, democratic monarchy, aristocratic democracy, etc.), b) the suppression of the distinction between pure and corrupt forms, made by HOBBES, because
