LMOST 25 YEARS AGO, I in fledgling democracies. Countries in the former Soviet empire and elsewhere were holding elections, leaders were gaining power with considerable popular support—but these leaders were then acting in ways that under-mined liberal democracy. They would intimidate the opposition and free press, bypass institutions and laws, and rule by executive fiat or decree. Sometimes these moves went unnoticed; often they were popular.
