    CHAPTER 6  WHERE TO?

    The democratization of almost 30 countries between 1974 and 1990, is it part of a world democratic revolution", or is it something limited?

    Causes of the third wave: will they continue, weaken, change?

    Three factors are linked to democratization: one of them is the EXPANSION OF CHRISTIANITY; as long as the number of Christians multiplies, it is possible that the activity of church leaders in defense of democracy will continue.

    By 1990, however, the Catholic impetus for democratization had run out, as most Catholic countries had democratized. In Eastern Europe, the WITHDRAWAL OF POWER FROM THE USSR allowed democratization. However, in the late 1990s, conservative forces tried to return to order and discipline.

    During the 1970s and 1980s, the US was an agent of democratization, whereas before it was not among its priorities. Now, the issue is likely to return to the back burner, due to the end of the Cold War. One of the reasons why the US supported anti-communist dictatorships was to oppose the USSR.

    With the threat of anti-capitalist revolutions reduced, the need to advocate democracy, which appears to be a more effective deterrent, from the point of view of American interests, against communism than the use of dictatorships, is also reduced.

    The non-democratic countries of Africa, the Middle East and continental Asia were not so influenced by the U.S. Outside Central America and the Caribbean, the most important area of the Third World in which the U.S. has strong interests is the Persian Gulf. The American model of democracy was invoked by many, because according to Huntington (who was a member of the pro-American and anti-communist Trilateral Commission), it symbolizes freedom, strength and success.

    But by the late 1980s, the decline of the U.S. was already undeniable: crime, drugs, trade and budget deficits, low investment and savings, poor education, decaying cities, political stagnation, economic inefficiency, social chaos, and so on. The failures of the U.S. were interpreted as the failures of democracy.

    On the other hand, the SNOWBALL EFFECT is false: it is not because countries A and B have a snowball effect, but because countries A and B have a snowball effect.

    C will do so, since ECONOMIC AND SOCIAL CONDITIONS FAVORABLE TO THE EXISTENCE OF DEMOCRACY DO NOT EXIST ALL OVER THE WORLD.

    By 1990, most of the causes that had generated democratization movements were either exhausted or weakened.
