Homicide Detective Rage and Patrolman Jones were volunteered to help Bunko with a case. Bunko needed unfamiliar faces to play the marks in this sting operation. They are told of their assignments in a meeting held in the non-existent but infamous conference room #7 in the basement.
The Scam is charging people false hotel damages fees, just as they are leaving town. Businesses know their sales people are having false hotel charges billed. Most false charges are buried in credit card bills that few people ever look at.
Each officer is given a two-day crash course on the specific products their firm sells. They must learn enough about the products to make the sales’ appointments that were scheduled weeks in advance. They are expected to sell and take orders for their company.
Was it the luck of the draw that determined which officer would sell which products?
Their purpose is to bring the big boss out into the open, who is overseeing the Scam

    Chapter 1 The Meeting in the Room that does not Exist

    It is a Monday morning just before 6 am in Seattle. It is raining in the one city where very few people even own an umbrella, no less use it. But a few people will carry one in January; where it will rain 33-days straight. During this time, even the ducks wear boots

    A meeting is to be held in Conference Room #7 in the subbasement of the police station. The room is little more than a broom closet. The floor is raw cement, the small table almost fills the room. There are four chairs hanging on a single nail on each wall. The light comes from the only 100-watt bulb still in the station. It is hanging over the table from the celling by a single wire.

    The person calling the meeting is Chief Benson of the Robbery Division. He is the oldest Chief by seniority in the department. His uniform is a dark blue, slightly out of style, but it is still in the Book, if one looks in the appendix. After his promotion to Chief, he has never been seen on the job but in his Chief’s uniform.

    His rookie career started in Bunko when the worst crime in this area was a pickpocket. He knows more Scams than even the book on the History of the SCAM. He has seen it all; the lost wallet, the New Orleans’s flip, and the Brooklyn Dodgers.

    The first person invited by Chief Benson to the meeting is Major Curry of the Patrol Division. He will come to the meeting in full uniform. He is about six feet two inches, bald or better a shaved head. In the building his hat is usually tucked under his arm. His utility belt is full of every item possible at his side. He commands his entire area by a quick glance.

    The second person invited to the meeting is the only Inspector in the entire police department. The Inspector’s name is Strong. Earl Strong, University of Texas, class of 1941. Early 60’s, crew cut hair, what there is of it. He is about 5-feet 9-inches, weight about 150. Always with a green, felt 1940’s hat, brim bent down in front. A cigar his Dr. says he can chew but not smoke. He was a Major in the military police.

    Usually his homicide detectives compile the data from the crime scene and then poke it around some. He may read a particularly difficult case to assist them. His case closure for his section is a legend in the entire western half of the country. He has had many job offers to leave, even some at the Federal level. His wife will never move, and so he stays where he is. Seldom does any case withstand his personal assault for more than several days.

    He is a fishing buddy with the Regional FBI Director, Ted McClearly.

    The meeting in Conference Room #7 is about to start.

    Chief Benson of the Robbery Division is sitting at the single small table. He has taken two chairs off the walls and slid them under the table.

    Major Curry of the Patrol Division comes in, shakes hands with the Chief, sits on right side of the table and puts his hat on the corner
