Pudding Caper

The team of Inspector Strong, Detective Smith, Detective Rage, and patrolman Jones are speaking at an FBI seminar on law enforce techniques. Inspector Strong has standing room only as the main speaker.
The seminar ends at 3:30 pm in Spokane. They will have enough time to get back to Seattle before dark. Except a runaway semi changes their plans. It loses control, tips over, and dumps its cargo on a down grade going toward Snoqualmie Pass. Rage and Jones watch it go over on its side from her jeep. Will the driver escape or kill himself and other drivers?
The Inspector is on the phone with the Highway Patrol as it happens. They marshal the people and equipment as the accident occurs. The Inspector takes command of the accident scene until the Highway Patrol arrives. He finds the manifest and other documents in the truck are likely fake. The cargo appears to be large, oversized tubs full of a pudding looking substance. The documents state there were 1500 gallons being shipped in three tubs. It is nicknamed by the police cleaning up the mess as the ‘pudding accident.’
The Inspector recommends that the cargo investigation be turned over to the FBI as it is an interstate transportation. Rage collects sample from the tubs and roadway and delivers them to the FBI before she arrives home.

The FBI Laboratories. are stumped as to what the material is. They send sample to many places, Los Alamos being one. Here some of the best minds will be investigating the pudding like substance. They build a cloud chamber to see if it has a new type of radiation. Another test is with low power electrical current. The results they cannot explain.
Ted McClearly the NW FBI Director is unable to discover any of the pudding’s properties, where the semi-truck came from, where it was modified to carry the tubs, and the copper sheets found in the tubs.
Ted forms a research team in the Dugway Proving Grounds in Utah, now better known as Area 52? Why now does he form a secret team in good old Area 51 to explain the pudding?
