A call goes into the police call center in Seattle. “Sir, you want to report six stolen cars. They were take from your lot, this weekend. I will transfer you to Auto Theft.”
In Auto Theft, “Sir, I will send a car down to take the report.”

Later the same day patrolman Jones arrives at the address he was given. He pulls into a Junk yard. There are rows after rows of junk cars piled six high as he walks to the trailer in the middle of the yard.
“Sir, you wish to report six stolen cars?”
“Yes, they took six right out of the stacks.”
Jones fills out the paperwork and leaves. Later he mentions to Homicide Detective Rage the stolen Junker cars. She mentions it to Inspector Strong before she leaves for home.
The next day, the Inspector mentions it in a Chief’s meeting, which brings a chuckle from everyone. But the Robbery Chief mentions it to his Major.

Pass experience has proven that if Inspector Strong mentions anything it is important. The Major will follow up. He finds Junker cars are being stolen all over town, many are not reported.

The Inspector mentions the Junker cars to the FBI Director, “Inspector, I have seen reports from the West Coast that everyone is having a rash of stolen Junker cars.”
The first question asks is, “How much flooding can you control with Junkers?”
The second one is, “What is going on?”

    Chapter 1 The Stolen Car Report

    It is a rare day; it is not raining in the one city where very few people even own an umbrella, no less use it. But a few people will carry one in January where it may rain 33-days straight. During this time even, the ducks wear boots.

    The rainfall has been the normal four plus inches a month since April through June. The weather in Seattle has a few local descriptions that will mean something only to the locals. Such as, ‘occasional sun breaks’ means it will have intermittent showers. The ‘filtered sun’ means a continual mist will be falling. Partly cloudy means less than 1/4 of an inch of rain. Lastly, no matter how much it rains there will never be a mud puddle for the kids to play in several hours later.

    The temperature except in the summer will have the nighttime temperature within a few degrees of the daytime number. The most typical temperatures in the winter are 36 and 45 degrees; take your pick for day or night. The most typical non-summer temperatures are 60 and 50 degrees, take your pick for day or night. Summer may have temperature from 70 to 99 degrees for the daytime with the nighttime at 55 degrees. After several days of this, liquid sunshine will follow them.

    A stolen car ring is operating under the radar in Seattle. They are not boosting high-end cars but Junkers or almost Junkers. Some people are just happy to have the car just go away. They never report the car gone. They think, ‘it was towed away for scrape by a Junk dealer.’

    The 911 Call Center takes a call from the owner of eight cars. He wishes to report they have been stolen.

    The Dispatch operator asks, Sir, you want to report eight stolen cars?

    Yes, it just happened last night or over the weekend? They came in and took them off the lot.
