On patrol a pair of officers notices some unusual behavior. They report it to the Sergeant. He sends it up the line to the detectives, where it will sit for a time. When time is available the lieutenant gives it out to investigate.
A ‘gopher’ has the assignment to research the address in question. A computer program can look at the crime statistics by address. They find no crimes for the last year and before that a steady decline. There are no errors in the program or data.
More disturbing is that the fire and police districts all pivot on Windsor. Any changes in the statistics are spread over four different districts and then summed up a level. No one will ever see the real happenings. The gopher and two detectives dig deeper. They find power, water, voting, bus, census data, every statistic the city and federal people use all pivots from the same 350 East Windsor corner. No one can see the actual figures as they are split four ways then summed to different totals. They are smeared into the upper levels and lost.
The police are seeing this as the greatest coverup ever or they are all paranoid. But, why cover up the fact the crime rate has gone to zero in 2-square miles of the city?
Spooks and area-51 creep into their conversation and yet with no crime what can they do? They watch 350 East Windsor, but the time is too short to tell what is going on at that address. People come and go. Few go into the house. But then are the people also coming to the house from the four different areas that pitot from that corner?
The detectives go into hiding close by and hope to figure out over a holiday and vacation time what is going on. The ‘gopher’ leaves on vacation before they do and says, ‘I may not come back, I am scared.’
In the house they bought, they put steel sheets on the walls and tunnel into the old sewer tunnels to escape what ever it is. An old man knocks on their door after walking through the best surveillance system money could buy. He spins a tale of doom and gloom and they must join him and the project he has. It would only be for a short time until they can control what they have.
Over the next two days, the good Doc sees he is expendable, they blow miles of sewer tunnel to escape, they attempt to put on TV the Doc’s story, but the News-One building is hit with missiles, and FBI agents are gunned down as they attempt to take over the case.
The President gives the Navy the task to get to the bottom and clean up the mess, which only gets worse. Every military force that gets involved is quarantined and not allowed to talk with anyone and has their own military guards. Is this to protect them or jail them and what they may know?
A JG naval officer is promoted to Vice Admiral to lead the investigation and clean up the mess. Why is he concerned about the direction of a toilet roll of paper in a travel agency’s office?
