In the general area where Bill Gates lives, some homes have been broken into. The Chief of Police is aware of these incidents and asks Inspector Strong to send Detective Rage and patrolman Jones for a low-key surveillance. They are told where to park so as not to make a nuisance themselves. They wait and watch but see nothing; except, a woodpecker flying off for no apparent reason. Jones wishes to investigate and does so by swimming in cold Lake Washington. The shoreline has docks for every foot of it. Rage agrees to meet him at the public boat launching facility after he snoops around. He comes up wet and she gives him a towel.
Walking back to her jeep, but it is not there! A local security’s car is parked where her jeep was. The officer decides to arrest them for numerous local code violations. He brings out his handcuffs and finds himself disarmed, cuffed, and thrown in the backseat of his car. Rage drives to the local municipal building.
In the building the Head of Security is dismayed that his officer is in cuffs. They come to terms that Rage has violated no laws and Security will bury this incident because it is in a larger case. The tow truck driver is paid with a Security voucher.
Jones reports back to the Inspector that they came by an underwater ski of some type and left the same way. They only way to catch them will be in the water and detectors must be placed to find and track them. He is a trained diver; Rage will need more training to dive in cold water. She is given the training the next day at a military base, close by.
Jones sets the detectors in Lake Washington and they wait. They detect the swimmers, but they only go part way toward the shore and return to a yacht anchored close by. Detective Smith researches the Yacht. It will be in the inner lakes around Seattle for only a few more weeks.
It appears the home robberies were only practice for something else but what? Is it even in Seattle? The yacht sails into Lake Union and its shore is lined with start up companies and other research organizations. A prize well worth the effort to pluck, but which one?
The FBI and the Inspector’s teams agree to inform Homeland Security of their suspicions. The government has many contracts with firms around Lake Union. They intend to protect everyone of them with the FBI assisting. The yacht maybe preparing to make the heist and escape by water.
A third party has more at stake in the firms along Lake Union than the government. They intend to defend their property and will tell no one of their plans. This third party has the people, money, and equipment if push comes to shove. The yacht launches their plan, but it is not anywhere near the government’s projects.
Can the third party overcome and protect their investment without Homeland and the FBI discovering who they are?
