Inspector Strong is home in bed because of his fishing for steelhead in the rain, wading up to his neck in ice cold glacial water. Detective Smith is the acting inspector.
The 911 center receives a bomb threat that is quickly followed by five other false calls. The police send officers to each call.
The police have seen a similar event years before. The real purpose is to divert the entire police force away from what is really going to happen. Having learned, the police go to the calls; then into a defensive hold and wait. In several hours everything is back to normal.
Detective Rage and Smith review the past calls and tries to determine what they are really after. The FBI searches for possible targets but find none now or in the future. While studying the possible targets, they devise the perfect get away plan from any crime. Now they need to find the perfect crime to use their getaway.
Rage is getting dressed up to go under cover. They think they have found the reason for the fake calls and the perfect crime which can use their perfect get away.
Is their plan to escape so perfect that the bad guys will get away?

    Mildred pulls the thermometer from Earl’s mouth, I told you, you have a fever. You look flush and even a little pink You are staying in bed today. They can do without you for a day.

    Inspector Strong knows it is useless to resist and besides, he does not feel a full 100%.

    His wife’s name is Mildred. She is an Army wife, tough, resilient, twice the Inspector’s size but never needs to raise her voice. She enjoyed the moving after the kids left the nest. As an Army brat herself she smoothed the way for the kids as they moved. She loves the rain and will never leave Seattle.

    She provides more pillow and case talk than anyone knows.

    The Inspector oversees the Homicide Division in the police department. This is unusual; the division may have a Captain; usually it would be a Major. An Inspector is more like a Chief than either a Captain or a Major.

    The Inspector’s name is Strong. Earl Strong, class of 1940, University of Texas. He was a Major in the Military Police. Early 60’s, stands about 5 feet 9 inches, weight 150 pounds, and what’s left of his hair is buzzed into a crew cut. Always with a green 1940’s felt hat, brim bent down in front. A cigar his Dr. says he can chew but not smoke. He is a fishing buddy with the Regional FBI Director, Ted McClearly.

    Inspector Strong sits at the back of the room of the Chief’s meeting with his green hat on his lap, no one there has any problem with him in attendance. Most of the Chiefs are dressed in their fancy blues.

    Usually his homicide detectives compile the data from the crime scene and then poke it around some. He may read a particularly difficult case to assist them. His case closure for his section is a legend in the entire western half of the country. He has had many job offers to
