We can take Isuani's definition as a reference to deal with the question of the Welfare State: "The Welfare State consists of a set of public institutions supposedly destined to raise the quality of life of... the population as a whole and to reduce the social differences caused for the functioning of the market.
The characteristic policies of the Welfare State use institutional tools as income redistribution mechanisms.
INCOME REDISTRIBUTIVE TOOLS
• Monetary transfers through consumption subsidies, through insurance such as unemployment insurance

THE CONFLICTS BETWEEN THE MARKET ECONOMY THAT DEFENDS THE ALLOCATION OF SERVICES BASED ON SUPPLY AND DEMAND, AND THE EQUALITARIST DEMANDS OF THE LOWER CLASSES, FAVORED THE EMERGENCE OF THE SO-CALLED SOCIAL STATE
GIVEN THE LITTLE DEVELOPMENT of the workers' organizations, the social policy of the Social State is organized from the government;
