    INCOME REDISTRIBUTIVE TOOLS

    • Monetary transfers through consumption subsidies, through insurance such as unemployment insurance

    • Development of public programs: health and education

    • Protective standards for working conditions

    Other authors give a broader definition of the Welfare State, considering it as a set of economic policy measures aimed at avoiding the crisis of capitalism from its origins. From this perspective, the Welfare State is characterized by the implementation of state policies that regulate economic activity. Faced with the insufficiency of the market to balance the economy through supply and demand, the State intervenes by setting maximum prices, controlling the exchange rate to balance imports and exports, establishing minimum wages to maintain consumption, etc.

    The historical origins of the Welfare State

    The global generalization of the type of measures just described after the World War II, constitutes a basis to maintain that the Welfare State is a historical formation that emerged after the World War II. However, there are authors who maintain that there were historical precedents during the 1980s in Bismarck's Germany.

    The German Welfare State of the late nineteenth century seems to respond to the needs of the ruling classes in the face of the crisis resulting from the expansion of the market economy, and the rise of egalitarian and democratic movements that fought for greater political participation.

    THE CONFLICTS BETWEEN THE MARKET ECONOMY THAT DEFENDS THE ALLOCATION OF SERVICES BASED ON SUPPLY AND DEMAND, AND THE EQUALITARIST DEMANDS OF THE LOWER CLASSES, FAVORED THE EMERGENCE OF THE SO-CALLED SOCIAL STATE
