Mauricio Enrique Fau nació en Buenos Aires en 1965. Se recibió de Licenciado en Ciencia Política en la Universidad de Buenos Aires. Cursó también Derecho en la UBA y Periodismo en la Universidad de Morón. Realizó estudios en FLACSO Argentina. INTRODUCTION
The Argentine crisis of the '90s occurred within the framework of the world crisis that originated in the early '70s.
The subject of this article is the crisis of socialization and of the State-society relationship.
1. Society and social life
According to Berger and Luckman, society exists as an objective reality, independent of the will of the individuals that form it, and as a subjective reality, with individuals interacting, communicating, interpreting. In this last sense, when speaking of LIFE IN SOCIETY, it implies that ITS MEMBERS SHARE MEANINGS, a common sense (that is, shared) of reality, which is called SOCIALIZATION.
Socialization has the objective that INDIVIDUALS INTERNALIZE, make their own, the values, customs and meanings of the society in which they live, AND THAT THEY ASSUME AN IDENTITY, a place in that reality. Each society has a specific identity, a particular culture.
All these elements allow us to speak of a SOCIAL CONSTRUCTION OF REALITY.
For functionalism (conservative sociology), individuals must be integrated into the order, respecting hierarchies, while Marxism (revolutionary sociology) says that behind the order
the domination of some over others is hidden, and proposes the destruction of that order whom he considers unjust, oppressive and exploitative.
1. Society and State in Argentina: structural change
1.1 The relationship in crisis
The STATE is not alien to the society and culture to which it belongs; it is, according to O'Donnell, a SOCIAL RELATION and not a thing, an apparatus. The LAWS of the State impose a certain order, which is neither neutral nor egalitarian, because its objective is to reproduce certain social relations, where some occupy a privileged position. However, individuals for various reasons obey, giving legitimacy to that order. Weber argued that the type of rational-legal domination is one where laws are obeyed.
In addition to laws, the order of domination is based on IDEOLOGY, that is, a discourse that disguises or covers up social inequalities.
In ARGENTINA there is a profound CRISIS OF THE STATE, which manifests itself in different areas: the increasingly inefficient bureaucracy, the increasingly less effective law, etc.
STATE CRISIS: WHEN THE STATE DOES NOT REPRESENT THE COMMON GOOD AND, THEREFORE, DOES NOT GUARANTEE CITIZENSHIP
