    THESIS ON THE THEORY OF STATE

    The theoretical formulations that follow were elaborated from two case studies on reformist state policies about vocational training and research and development policy in West Germany and the argument is divided into eight theses.

    I- Marxist theories of the State: There is a dissociation between two approaches in contemporary Marxist theories about the State. One approach suggests that there is a specific instrumental relationship between the ruling class (or capital as a whole) on the one hand and the state apparatus on the other. The State is conceived as an instrument to promote the common interests of the ruling class. The alternative perspective that interests us here is that the State does not favor specific interests and is not allied with specific classes. What the state protects and sanctions is, rather, a group of institutions and social relations necessary for the domination of the capitalist class; it tries to implement and guarantee the collective interests of all members of a class society dominated by capital.

    II- The capitalist state: Considered at the most abstract and general level, the capitalist state concept describes an institutional form of political power that is guided by the following four functional conditions.

    1- Private production: The political power is prohibited from organizing material production according to its own political criteria; property, whether of labor force or capital, is private.

    2- Tax restrictions: Political power depends indirectly - through the mechanisms of the tax system - on the volume of private accumulation.

    3- Accumulation: Since state power depends on a process of accumulation that exceeds its organizing power, every occupant of state power is basically interested in promoting the political conditions most adapted to private accumulation. The institutional self-interest of the State in accumulation is conditioned, rather by the fact that the State is denied the power to control the flow of those resources that, nevertheless, are indispensable for the exercise of State power.

    4- Democratic legitimation: In democratic - parliamentary political regimes, any group or party can only achieve control over institutional state power to the extent that it achieves sufficient electoral support in general elections. This mechanism plays a key role in disguising the fact that the material resources of state power and the way in which they are used depend primarily on the private income derived from the accumulation process and not on the voting preferences of the general electorate. In other words, there is a dual (or double) determination of the political power of the capitalist state: the institutional form of this state
