ANSALDI'S HYPOTHESIS IS THAT DICTATORSHIPS IN LATIN AMERICA SEEK TO CORRECT WHAT THEY CONSIDERED TO BE VICES OF DEMOCRACY
These vices
had different origins and scopes (populism in Argentina and Brazil, reformist socialism in Chile, revolutionary guerrillas in Uruguay and Argentina) but were taken as a whole by the military, who implemented a coordinated supranational repression.
Four cases will be analyzed here: Brazil 1964-1985, Argentina 1976-1983, Uruguay 1973-1985 and Chile 1973-1990.
The Doctrine of National Security, ideological foundation of dictatorships
DICTATORSHIPS ARE THE DENIAL OF POLITICS AND DISSENT
The way dictatorships have tried to legitimize themselves is paradoxical: they argue that they seek to restore authentic democracy, lost by bad politicians. Having no legitimacy of origin, they seek a legitimacy of exercise.
The DOCTRINE OF NATIONAL SECURITY (DSN) has its first antecedents in the 19th century in Brazil and the beginning of the 20th century in Argentina and Chile, with ideological elements that COMBINE ANTI-MARXISM WITH THE CATHOLIC ULTRA RIGHT (Spanish Opus Dei, Action Francaise ).
When the COLD WAR broke out between the US and the USSR after World War II, the DSN was used in Latin America as an argument for internal security
against the indirect action threat
of communism.
If in the US the national security theorists spoke of total war
and nuclear, and the French of limited war
, in their fight against the guerrillas in Indochina and Algeria, the Latin American military was concerned about the working class, identified with the internal subversion
.
