MAURICIO ENRIQUE FAU
Mauricio Enrique Fau nació en Buenos Aires en 1965. Se recibió de Licenciado en Ciencia Política en la Universidad de Buenos Aires. Cursó también Derecho en la UBA y Periodismo en la Universidad de Morón. Realizó estudios en FLACSO Argentina. Docente de la UBA y AUTOR DE MÁS DE 3.000 RESÚMENES de Psicología, Sociología, Ciencia Política, Antropología, Derecho, Historia, Epistemología, Lógica, Filosofía, Economía, Semiología, Educación y demás disciplinas de las Ciencias Sociales. Desde 2005 dirige La Bisagra Editorial, especializada en técnicas de estudio y materiales que facilitan la transición desde la escuela secundaria a la universidad. Sin embargo, las esperanzas de los ciudadanos fueron defraudadas por los gobernantes, que desconocían los profundos cambios que se estaban produciendo en el capitalismo mundial.
Tras la convocatoria a elecciones de parte de una dictadura militar en retirada, el candidato radical ALFONSÍN DENUNCIÓ UN PACTO MILITAR-SINDICAL, entre un sector del Ejército y las 62 Organizaciones sindicales peronistas, con contenidos antidemocráticos.
Esa denuncia y un discurso ético-político centrado en la Constitución Nacional y los derechos humanos –prometiendo castigo para su violación durante el Proceso– volcaron la opinión hacia Alfonsín.

DEMOCRACIA O DICTADURA
, ESTADO DE DERECHO, JUSTICIA, FUERON LAS BANDERAS QUE DIERON EL TRIUNFO A ALFONSÍN
Sin embargo, Alfonsín creyó que CON LA DEMOCRACIA SE COME, SE EDUCA Y SE CURA...
, confundiendo democracia con bienestar económico.
Los militares intentaron sin éxito que lo actuado en la llamada lucha contra la subversión no fuera revisado y que las FF.AA. se insertaran en el futuro gobierno constitucional. Al no lograrlo, sancionaron en septiembre de 1983 la LEY DE AUTOAMNISTÍA, que declaraba extinguidas las acciones penales contra delitos cometidos en ese contexto.
El retorno de la democracia ratificó la VIGENCIA DEL BIPARTIDISMO: el PJ y la UCR sumaron el 92 % los votos positivos (40 % y 52 %), dejando lejos a terceras fuerzas como el PI y la UCEDE.
EL RADICALISMO QUEBRÓ LA HEGEMONÍA ELECTORAL PERONISTA, VIGENTE POR CUATRO DÉCADAS.
La democracia como ilusión
Con el triunfo alfonsinista comenzó lo que Quiroga llama DEMOCRACIA COMO ILUSIÓN
: un buen gobierno
que asegurara la convivencia pacífica y normas previsibles respetadas por todos.
Tras veinte años, continúa habiendo elecciones pero LAS ILUSIONES SE HAN ESFUMADO.
¿Qué planteó Alfonsín?: construir una nueva democracia, enfrentando a sus enemigos y a la decadencia económica. Para ello eran necesario algunos pasos fundamentales: reforzar las instituciones políticas (parlamento, partidos políticos, elecciones) y subordinar el poder militar al poder civil, eliminando el rol político de las FF.AA.
El otro gran desafío era lograr el crecimiento y detener la inflación, que favorecía la inestabilidad y una injusta distribución de la riqueza.
La nueva vida política: entre el parlamento y la participación
Durante un tiempo, LA PARTICIPACIÓN POLÍTICA AUMENTÓ. Fue el período del juicio a las juntas militares, el tratado de paz con Chile, el Congreso Pedagógico Nacional, la sanción de la patria potestad compartida, manifestaciones a favor del divorcio, el Plan Austral y las movilizaciones masivas contra los levantamientos militares, especialmente la Semana Santa de 1987.
En ese año, sin embargo, COMENZÓ A DECLINAR EL ENTUSIASMO, de la mano de un gobierno que se debilitaba por las presiones de los militares y de los grupos financieros internacionales. La sanción de las leyes pedidas por los militares –Punto Final y Obediencia Debida–, el fracaso del Plan Austral y la derrota electoral quitaron al gobierno gran parte de su inicial fortaleza.
El resultado fue una crisis de gobernabilidad, pero con la novedad de que esta vez –a diferencia de lo que habitualmente sucedía en el pasado– no entraba en crisis la legitimidad del régimen político democrático. La participación dejó su lugar a un individualismo decepcionado que se refugió en la vida privada y se alejó la política pública.
