    THE MENEM ADMINISTRATION

    Perón and Menem were two justicialist presidents, they are the only ones to have had two consecutive presidential terms with previous constitutional reforms, the second also being the one who held the presidency continuously for the longest time.

    During the 20th century, a two-pole policy was formed in Argentina, one generated by a majority party -the UCR during the first decades and the PJ since the middle of the century- and another by a minority that could only gain access through coups d'état.

    The FIRST BIPOLARIANISM was formed in 1916 when the agro-cattle landowner class lost political power at the hands of radicalism supported by the urban middle classes. The conservative oligarchy was able to regain power with the first coup in 1930 against the UCR.

    The SECOND BIPOLARIANISM arose in 1946 after a policy that benefited the workers in various aspects (and not in others) by Colonel Perón since 1943. The Peronism or majority justicialism ruled with the support of the lower classes against a coalition of parties supported by the middle and upper classes until the military coup of 1955. Perón had had the Constitution reformed in 1949 to enable his reelection in 1952. With Peronism outlawed, the 1958 and 1963 elections were won by two radical factions, Frondizi's Intransigent and that of the Town of Illia that also fell with two coups in 1962 and 1966 for not satisfying the interests of the transnational capitals already in force. In the new elections of 1973, and without a ban, Peronism prevailed with Cámpora, who resigned before the return of Perón's exile, so that he, in new elections, could take office. In both elections that year, between the UCR and the PJ they accumulated 71% and 86% of the votes.

    Perón knew how to lay the foundations of a democratic bipartisanship overcoming the country's division between radicals and Peronists, but upon his death, a year later, Vice President Isabelita carried out an ineffective government that ended in the 1976 coup. The result was a dictatorship bloodthirsty supported by finance capital that managed to unify with big industrial capital and the landed oligarchy. After the failure of the Malvinas War, elections were called in 1983.

    This time, the two great Argentine political parties, the UCR and the PJ, met again, but for the first time fairly (without proscriptions). The 52% of Alfonsín for the UCR compared to 40% for the PJ made foresee the formation of a democratic bipolarism that would allow the alternation of both major parties. After trying to redistribute wealth and prosecute the dictatorship's military junta, the radical government found itself embroiled in a hyperinflationary crisis and heavy
