    ECONOMY BETWEEN TWO CENTURIES

    GLOBALIZED CAPITALISM AND THE CAPITALIST RESTORATION IN RUSSIA AND CHINA

    Saborido maintains that the TECHNOLOGICAL transformations produced in the last decades of the 20th century produced what was called the THIRD INDUSTRIAL REVOLUTION.

    THESE TRANSFORMATIONS GIVE RISE TO GLOBALIZATION, WHICH INVOLVES THE PERMANENT INTERCONNECTION OF ALL THE WORLD'S ECONOMIES (ESPECIALLY OF THE FINANCIAL SYSTEMS)

    1. Technological transformations

    After the crisis of the 1970s, two fundamental phenomena converged: DIVERSIFICATION OF CONSUMPTION (demand for a variety of products) and the acceleration of TECHNOLOGICAL CHANGE, which made a suitable offer possible.

    TECHNOLOGICAL CHANGE occurs fundamentally in INFORMATION TECHNOLOGIES (microelectronics, computing, telecommunications, etc.), which made it possible to build a connection network on a global scale. The transmission and processing of information occurs instantaneously.

    Another aspect that marks Saborido regarding computer systems is the application as management technology, establishing a new rationality that facilitates the reduction of inventories and stocks, as well as administrative tasks. All this allows for A FLEXIBLE PRODUCTION SCHEME that adapts to the need to DIVERSIFY THE SUPPLY, with the assistance of ADVERTISING that shapes consumption (passage from Fordism to post-Fordism).

    The impact on EMPLOYMENT of this process is the decline of the traditional form of WORK (full-time, with well-defined tasks). There is also a DECREASE IN INDUSTRIAL EMPLOYMENT and an INCREASE IN EMPLOYMENT IN SERVICE AREAS (for production, health and education).

    TECHNOLOGIZATION was deployed in multiple areas. For example, with regard to daily life, new ways of preserving food and the microwave oven appear as a complement.

    The MEANS OF TRANSPORTATION, from air navigation to the railways, were modified with the new technologies. In Europe, electromagnetics are incorporated for high-speed trains. Aircraft incorporate new materials and information technology facilitated a more careful regulation of airspace (with increasing traffic).

    The author considers that the future poses a dilemma: either the application of AUTOMATISM is expanded, thanks to artificial intelligence, or the OPERATORS are rehabilitated.

    2. The economic dynamics of the decade

    The 1990s were characterized by successive FINANCIAL CRISES (Europe 1992, the tequila crisis in Mexico 1994, the Asian crisis in 1997,

    Russia 1998, Latin America 1998-9).

    These crises are marked by the GLOBALIZATION process, since INTERDEPENDENCE enhances the negative effects in all markets.
