SOME REFLECTIONS ON GLOBALIZATION AND NEOLIBERALISM IN LATIN AMERICA AND ARGENTINA

Since the 1980s, it has been said that the world became a GLOBAL VILLAGE, in the heat of the technological revolution, the overcoming of the limits of space and time, and social homogenization (economic, political, and cultural). Although with fragmentations and asymmetries.

    The globalization

Globalization or INTEGRATION OF WORLD MARKETS is something quite old, which Aldo Ferrer dates even from the commercial expansion of the XIII-XIV centuries or from the conquest of America and other territories. What is new about the current stage is its unusual intensity.

TRANSNATIONAL CORPORATIONS ARE DOMINANT, with their foreign direct investments (FDI) and mergers, which give them unprecedented concentrated capital.

THE EXPANSION OF WORLD TRADE is enormous, more open and more regulated, but not more equitable, given that while the non-developed countries have liberalized controls, the developed ones have reinforced them.

In 1995 the WORLD TRADE ORGANIZATION (WTO) was formed, which replaced the GATT. The WTO holds rounds or meetings, which take the name of the city or country where they are held.

IN THE INTERNATIONAL CAPITAL MARKET, FINANCIAL AND PRIVATE CAPITAL DOMINATES, with a speculative and volatile operation, accelerated by the revolution in communications and information technology, which allows the movement of billions of dollars on the spot with almost no control, which that produces a great FINANCIAL INSTABILITY and a rapid contagion effect in times of crisis.

FOR ROMER, GLOBALIZATION PRODUCED GREATER INTERDEPENDENCE AND COLLABORATION BETWEEN COUNTRIES, BUT IN AN INCOMPLETE AND ASYMMETRIC MANNER

IT IS INCOMPLETE BECAUSE the developed countries carried out a limited opening of their markets and it is asymmetric because the benefits are concentrated in those same countries.

Economic and political globalization: neoliberal globalization

At the beginning of the 1970s there was a global monetary, financial and energy crisis, which with the very high rise in the price of crude oil in 1973 became known as the OIL CRISIS.

Since then, the pillars of Keynesian capitalism and the Welfare State, which had prevailed after the Second World War, collapsed. NEOLIBERAL GLOBALIZATION BEGUN.

The conservative governments of Thatcher and Reagan, in England and the US, imposed their proposals on the world: reduce the public deficit, limit the issuance of currency to curb inflation, privatizations, etc.

In LATIN AMERICA, these models were applied during
