The authors speak of transition in Argentina, democratic transition, speaking of transition means a country that has left an authoritarian regime and passes to a democratic regime.     According to the authors, we must take as a starting point, transition to what, that is, we are going to have to define what democracy means because it can be defined by convention, that is, not everyone agrees on that.

    At present, democratic regimes or liberal democracies, more or less representative, are considered to be some thirty nations of the world that are experiencing a true and authentic democracy according to the general consensus. These democracies occur mainly in the Anglo-Saxon countries, that is to say, England and the United States, and in some countries of Western Europe, not in the East. What is the concept of democracy? These countries live in democracy, but what is democracy? A definition very similar to that of Bobbio: a set of rules that allow collective decisions to be made, and define who the main actors are, that is, the political parties that acquire a place of privilege and also take a certain type of action very seriously. account, which is the periodic election of candidates.

    What we have given is a formal definition of democracy, a formal definition means the forms that a democracy adopts, but it is insufficient because we have to see what is put into practice, what are the specific practices that are used to fulfill all this what we just said.
