    In this sense, not belonging to a FAMILY poses a PUBLIC problem. The homeless, the beggars and the vagrants are not attached to the SOCIAL APPARATUS.

    Donzelot marks that the head of the family had almost total power, he could decide on the future of his children, the employment of his relatives and marital unions. In turn, the STATE relied directly on the family to maintain the PUBLIC ORDER, in a multiple collaboration scheme. The STATE requires the family head to keep his family within the established rules and, if this is fulfilled, it guarantees him total power over them.

    This scheme begins to be inadequate from the 18th century. The family is no longer able to contain its members, through maintenance. More and more the poor and the beggars; they are organizing into gangs, which assault and sow disorder. Family authority and the use of lettres de cachet (letters stamped by the king imposing imprisonment or exile without trial) are questioned. The author marks that these two lines of destruction converge in the storming of the Bastille (Paris jail). All those who are no longer contained or fed by the socio-family apparatuses challenge the State to take responsibility for its citizens and not imprison them with lettres de cachet.

    With this double abolition, the projects of a State arise that organize the happiness of citizens, that provide assistance, work, education and health. The FAMILY is at the center of the political debate. On the one hand, there are the state or socialists who deny the family and who are accused of totalitarianism. On the other, the liberals who promote private property and the family, who are accused of conservatism.

    Donzelot argues that this debate serves to understand the CURRENT
