However, there is another level of discussion that in the more advanced integration processes is developed by civil society (S.C.) in an institutionalized way: cultural dimension of integration projects, political and social dimension, etc. During the development of Mercosur, the organizations and networks of the S.C. They have worked and have undergone significant modifications, while raising concerns about the lack of institutional action in decision-making in these processes.
Based on this, some advisory bodies have been created in which the S.C. In turn, the networks and non-governmental organizations continue to carry out integration work with their own agenda.

However, there is another level of discussion that in the more advanced integration processes is developed by civil society (C.S.) in an institutionalized way: cultural dimension of integration projects, political and social dimension, etc. During the development of Mercosur, the organizations and networks of the C.S. They have worked and have undergone significant modifications, while raising concerns about the lack of institutional action in decision-making in these processes.

    Based on this, some advisory bodies have been created in which the C.S. In turn, the networks and non-governmental organizations continue to carry out integration work with their own agenda. Taking this situation into account, Mercosur has sought to:

     Identify the different actors of the C.S. regional authorities that act in the process

     Analyze the organization that have occurred and what are the benefits of it

     Specify what their interests and postulates have been over the last ten years

     Evaluate the scenarios in which they have been mobilized and what power resources they have

     Review the transformations that these organizations have undergone as a result of their action in the integration process, whether in formal or informal settings

    First part: Social participation in integration processes

    1. Some premises for analysis

    According to the author, social participation can be defined as an organized set of actions aimed at increasing control over resources, decisions or benefits by a group of people or social groups that have a lower level of influence in the community.

    AT THE SAME TIME, IT AFFIRMS THAT IN MERCOSUR THERE IS A DEMOCRACY DEFICIT IN THE FORMAL NEGOTIATION OF INTEGRATION. Although the objectives of the action of the C.S. should not differ from those of Mercosur, it is correct to recognize that the C.S. it has its own agenda based on its sectoral interests and its own vision of integration.

    It indicates that in the Mercosur dialogue or negotiation tables, the actors continue to define themselves in terms of nationality. And he suggests that perhaps that explains the problem of social participation: although it is true that the integration process does not imply
