Note: It's not a typo!
The phrase "bad hair day" is normally associated with someone having a difficult time getting their hair to cooperate in the way they'd like.
So the use of the phrase without the H.A.I.R spelling is intentional. 
We could say bad bosses don't hear or listen well. For the most part, they are clueless about what's happening around them. They are too busy "bossing" people around while the mass exodus of their best people is taking place. In essence, they're having a bad H.E.A.R day.
