    First part

    Mercosur: the historical effort of its institutional formation

    In the context of the debt crisis of the early 1980s, Argentina and Brazil began a rapprochement process led by presidents Raúl Alfonsín and José Sarney. In 1985, with the Iguazú Declaration, a commission was formed to analyze the integration between the two countries. In 1988 the Treaty of Integration, Cooperation and Development was signed between Argentina and Brazil, which aimed at the creation of a common market in the course of a decade. In 1991 the Treaty of Asunción was signed, which formed Mercosur and added Paraguay and Uruguay.

    THE CREATION OF MERCOSUR WAS THE GREATEST INNOVATION AND THE SMARTEST JOINT ACTION OF A GROUP OF SOUTH AMERICAN STATES SINCE THE CREATION OF THE LATIN AMERICAN FREE TRADE ASSOCIATION (LAFTA) IN 1960

    THE DEFINING STEP FOR the integration of the countries of the Southern Cone took place in 1994 through the signing of Ouro Preto (POP). Mercosur obtained international legal personality.

    The most important body of Mercosur is the Council of the Common Market (CMC), made up of the ministers of foreign affairs and economy of the four member states. Its task is to define the direction of the integration process.

    The body that must supervise and implement Mercosur policies is the Common Market Group (GMC), made up of representatives at the ministerial level together with representatives of the central banks of the member countries.

    A Trade Commission (CCM) was also created, advised by a dozen Technical Committees divided by specific trade issues.

    In turn, a Joint Parliamentary Commission (CPC) was established to facilitate legislative procedures in national instances, make recommendations to the GCM, and converge internal legislation.

    In the style of the European Union, an Economic and Social Consultative Forum (FCES) was formed in Mercosur that brings together representatives of civil society.
