    Introduction

    The economic crisis that the countries of Latin America are going through has implied not only a setback for their long-term development, but also marked a loss of the place that the region occupied within world trade and the flow of capital.

    Faced with the seriousness of the crisis, some countries have had to apply a series of programs aimed at structural reform with the aim of deactivating the inflationary tendencies of their economies, encouraging investment and opening markets to the international flow of foreign currency and investors, liberate the operating guidelines of national markets and reduce the weight of the State in the economic sphere.

    In truth, it is about implementing a complex and long-term adjustment program, which implies an important political commitment, sacrifices from the whole of society and cooperation from abroad.

    Here it will be necessary to reflect on the favorable conditions to carry out these adjustment processes, weighing the weight of the demands that it implies and the response for the recovery of Latin America's participation in the world market.

    The conditions in which much of the international trading system finds itself is in serious jeopardy. After four years of negotiations, the Uruguay Round of the GATT (General Agreement on Tariffs and Trade) is stalled with the serious prospect that the thaw product of the end of the Cold War will accelerate the tendencies towards bilateral agreements between countries and regional pacts, all of them discriminatory in relation to world trade.

    This is the perspective of the REINSERTION OF THE LATIN AMERICAN REGION, essential to recover the development trends and modernization of their economies. From now on, the scope in which these demands for transformation are inserted will be analyzed and then the conditions that national economies have to successfully carry out the transformations and the opening to the international circuit.

    Trends in the international economic framework

    For a little less than ten years there has been a sustained growth of the world economy. However, some barriers remain for current development to emulate the wave of growth of the golden period of the 1960s.

    One of the biggest problems is the REFLOATING OF INFLATIONARY TRENDS IN THE INDUSTRIAL ECONOMIES. Another piece of data of interest is the unemployment rate and the imbalance in the trade and payment balances of the United States, Germany and Japan. Finally, the excessive burden that, for developing countries, implies the interests of external financing.

    As for trade, the deficit of the United States as well as the surpluses of Germany and Japan have comfortably exceeded acceptable and sustainable
