NECESSITOUS PEOPLE AND THE RIGHT TO URBAN SPACE
Arevolution from above ?
Oszlak argues that in the Argentina of the '70s, we lived a revolution destined to put things in their place
, to fight decades of weak-handed governments with the needy people, who generated chaos and social struggle.
ACCORDING TO THE DISCOURSE OF THE MILITARY, THE COUP D'ÉTAT OF 1976 HAD THE OBJECTIVE TO RE-ESTABLISH ORDER, ATTACKING THE ARMED SUBVERSION, POLITICAL AND ECONOMIC CHAOS, FORBIDDING POLITICAL AND GREMIAL ACTIVITY, REPRESENTING PEOPLE'S PROTESTS AND MANIFESTS
THE NEW MODEL QUESTIONED the old distributionist-populist society, which began to be seen as demagogic
and the cause of the country's ills.
MEASURES TAKEN IN THE URBAN AREA BY THE MILITARY DICTATORSHIP
• Release of the rental price
• Eradication of shantytowns
• Expropriations for the construction of highways
• Recovery of green spaces (ecological belt)
• Relocation of industries
THE OBJECTIVE OF THE MEASURES WAS TO PRODUCE A SPACE DISPLACEMENT OF THE NECESSITOUS PEOPLE FROM THE CITY TOWARDS THE PERIPHERY, INTO THE GREATER BUENOS AIRES, REDUCING THE GREATER SUPPLY OF RENTAL HOUSES OR INCREASING THEIR PRICE TO THE BUILDING OR TREATMENT OF VILLAGE, EXPULSING THE PRICE OF TRATER AIRES
THE RIGHT TO URBAN space
THE RIGHT TO URBAN SPACE IMPLIES THE ABILITY TO SET THE PLACE OF RESIDENCE (HOUSING OR FACTORY PROPERTY), AND THE RIGHT TO DISPOSE OF THE GOODS AND COLLECTIVE SERVICES IN PUBLIC OR PRIVATE SPACES (RIGHT TO DEMAND THE CLOSING OR OPENING OF THE SERVICE) CONSTRUCTION OR ESTABLISHMENT)
TO ACCESS THIS RIGHT, you do not have to be an owner: you can rent, or have a loan, precarious tenure, etc. Thus, the domain over real urban space gives usufruct of the assets implanted on it, allowing the enjoyment of education, work, health, transportation, etc.
THE RIGHT TO SPACE WILL BE THE RIGHT TO ENJOY SOCIAL AND ECONOMIC OPPORTUNITIES LINKED TO THE LOCATION OF THE HOUSING OR ACTIVITY
UNLIKE RURAL LAND, here the appreciation of land is linked to the possibility of enjoying those services and rights. As we distance ourselves from the capital of LATIN AMERICAN CITIES, we find that in Greater Buenos Aires there are not as good services as in the city.
