    IN THIS SENSE, HE FOLLOWED the assumption of populist governments in Latin America with distrust.

    In the revolution of '43, Colonel Perón appeared, to whom the obsolete Department of Labor was assigned, which he turned into the dynamic Secretariat of Labor and Welfare. His measures in favor of a new labor legislation and his dealings with the unions earn him the confidence of the labor sector, a key point of the presidential triumph in the 1946 elections.

    PERÓN INSTAURED A WELFARE STATE, understood in a broad sense, with a strong paternalistic component on the working class, to which he granted important concessions.

    For this, he tried to form a new hegemony supported by the labor movement and the small and medium industrial bourgeoisie of national capital. This proposal was joined by nationalist sectors of the Armed Forces convinced of the need for economic independence and the capacity for national defense based on Argentine capital industries, a part of the clergy, popular sectors of the middle class, and the adhesion of part of the old union structures.
