POLITICAL ECONOMY OF LIBERALISM

Liberalism ran the Argentine economy from national organization until the early 1940s and, beginning in 1955, for brief periods. The main features of the liberal strategy focus on three points:

a) The opening of the Argentine economy and its integration into the world economic system, under the leadership of the industrialized countries.
b) The concentration of income as a tool for accumulation and growth.
c) The maintenance of the state area within the limits compatible with the preservation of the dominant interests.

In this work, the period between the national organization and the world economic crisis of 1930 stands out. Stage that can be denominated like of the exporting primary economy. The decade of the 30s until the beginning of the following one covers a period of the Argentine economy affected by the consequences of the world economic depression and, immediately, by the beginning of the Second World War. Finally, after the fall of the first Peronism in 1955, liberalism resumed the conduct of the economy for several brief periods. Unlike the historical experience of liberalism until the early 1940s, after 1955 its aim was to regain power and redistribute income to its advantage rather than settling its policy on a long-term strategy. On the other hand, from 1955 liberalism entered a crisis regarding its ability to achieve political consensus.

    Liberalism in the primary export economy

    Laissez faire was the economic doctrine of liberalism from the middle of the 19th century. The European industrial revolution produced an expansion in demand for raw materials and food. This expansion was one of the dominant features of the development of the world economy. In this context, our country occupied an important position. The opening of the Argentine economy to the forces operating in the world market allowed the incorporation of immigration currents that populated the Pampas area and increased the urban centers. In addition, the incorporation of foreign investments in the development of the railways allowed the integration of the physical space and link production with shipping from the coastline and thus be able to access international markets.

    The penetration of foreign interests (mainly English) in the productive system was articulated with the dominant sectors linked to land ownership and foreign trade. This was the bloc that led the accumulation process and directed economic policy throughout the period. This block was oriented more to the expansion of foreign trade than to the development of the domestic market. Hence, the insistence on maintaining a liberal treatment regarding imports, which made it impossible to diversify the local productive structure. The State did not intervene in the allocation of resources. However, it was not an inoperative state. On the contrary, it contributed to creating
