PARTY SYSTEMS AND DEMOCRATIC CONSOLIDATION: A LOOK AT THE CASE OF BRAZIL FROM ARGENTINA
In this chapter, the author analyzes the BRAZILIAN POLITICAL SYSTEM, especially the party and electoral systems. She then goes on to address the reflection on the STRENGTHENING OF PRESIDENTIAL LEADERSHIPS, BOTH IN BRAZIL AND IN ARGENTINA, during the 1990s. In the case of Brazil, the author refers to the leadership of Fernando H. Cardoso -president of Brazil from 1994 to 1998 and re-elected for a second term- and, in Argentina, that of Carlos S. Menem -president from 1989 to 1995 and from 1995 to 1999-. Despite the great differences between the parties and politicians of both countries, there are common trends that seem to be related to the ECONOMIC EMERGENCY and the policies applied in both countries.

Despite the great differences between the parties and politicians of both countries, there are common trends that seem to be related to the ECONOMIC EMERGENCY and the policies applied in both countries.
4.2. Making history
Despite the difficulties of the FEDERAL STATE in exercising control over the enormous Brazilian territory, in the 1930s the STATE BUREAUCRACY CONSOLIDATED (with a very CORPORATIVE modality) and the CENTRAL GOVERNMENT ESTABLISHED ITS POWER.
Olivieri maintains that the PROCESS OF MODERNIZATION AND INTEGRATION IN BRAZIL WAS NOT CHANNELLED BY THE POLITICAL PARTIES, BUT BY THE STATE BUREAUCRACY (especially during the Vargas dictatorship).
THE APPEARANCE OF PARTIES ON THE POLITICAL SCENE IS RELATIVELY RECENT. Until 1945 there were no IMPORTANT NATIONAL PARTIES, the political dispute was played in the rivalry between families.
In the period 1946-1964 there are three parties that dominate the scene: the PTB (Partido Trabalhista Brasileiro), which was varguista, the PSD (Social Democratic Party) and the UDN (National Democratic Union), the main opposition party.
During the MILITARY REGIME (1964-1985) the old parties are dissolved and a two-party system is established. The official party created by the government, ARENA (Alianza Renovadora Nacional), and an opposition party, the MDB (Movimiento Democrático Brasileiro).
In 1974 a slow process of democratic opening begins. The longest in Latin America, it extends until 1985. In 1979 other parties begin to appear and the PMDB (Brazilian Democratic Party) is formed, continuing along the lines of the MDB. In 1980 the PT (Partido dos Trabalhadores) was created, whose main referent would be Luis Inacio Lula da Silva. In the 1985 elections, the Liberal Front Party won, which was a split from the ruling party of the military period; as President Tancredo Neves died before taking office, José Sarney remained until 1990.
