I. The return to isolationism

These circumstances made it extraordinarily difficult to resume commercial relations as they were before the war.

    EUROPE NEEDED CAPITAL TO GET OUT OF THE SERIOUS ECONOMIC SITUATION AND THE ONLY POSSIBLE SOURCE WAS THE USA.

    IN 1919 THE PROBLEMS WERE DISGUISED BY A POST-WAR PROSPERITY STAGE BASED FUNDAMENTALLY ON A GROWING DEMAND FOR RAW MATERIALS and also because the problem of war debts would be resolved by demanding reparations from Germany; it would pay France and England in foreign exchange and with these currencies these countries could settle their debts with the US.

    We now know that POST-WAR PROSPERITY WAS MOTIVATED BY THE DISLOCATION OF TRANSPORTATION AND NOT BY REAL DEMAND, and also that the Germans reneged on their reparations commitments.

    The responsibility of the US for its passivity in the face of the economic problems of the 1920s could only be sustained if it were shown:

    a) That contemporaries shared our current obsession with economic issues

    b) That those problems were foreseeable in 1919

    c) That, if it were, there was a certain agreement in Europe and America on its correct solution

    II. Americans and foreigners

    After World War I, in the U.S.A. there was a lot of violence against those features of American society that were considered foreign. This affected, among others, the new immigrants from the big cities whose situation had been the cause of prolonged social tensions that the war had only concealed. It became evident THAT THESE AMERICANS OF FOREIGN ORIGIN HAD FEELINGS OF LOYALTY TOWARDS FOREIGN COUNTRIES and to a foreign Church.

    III. The industrial expansion of the 1920s

    AFTER TWENTY YEARS OF PROSPERITY, ESPECIALLY IN THE AGRICULTURAL SECTOR, THE POPULATION WAS IN A SITUATION TO BUY MORE PROCESSED AND COMPLEX PRODUCTS, AND IT WAS PRECISELY IN THE 1920S WHEN THE INDUSTRY WAS IN A POSITION TO MASSIVELY PRODUCE THESE GOODS, THE MANUFACTURING OF WHICH INVOLVED IMPORTANT TECHNOLOGICAL ACHIEVEMENTS IN VARIOUS FIELDS SUCH AS METALLURGY AND ELECTRONICS The return to isolationism
