The tiny State of Morotabia has an extremely low crime rate. This is partly due to the fact that its citizens live their lives to admirably high moral standards, and partly because all forms of criminal and offensive behaviour are dealt with swiftly and firmly by the State’s zealous justice system.
The only State Prison seldom houses more than a handful of inmates at a time. That is because those who make and oversee the laws of Morotabia consider it more prudent and cost-effective to use corporal punishment rather than incarceration as a means of keeping delinquency low.
It goes without saying that most foreigners would view the region’s laws as somewhat harsh and archaic, but as far as the local ruling class is concerned they work, and that is all that matters. In fact, given the high number of customs and laws that citizens are expected to adhere to, it is quite surprising that any outsider would wish to visit the area in the first place for fear of accidentally landing in trouble, but there are always the curious ones who will take the chance.
So why would anyone -- particularly a pair of knowing Western girls -- willingly allow themselves to be detained there?

The tiny Middle-Eastern state of Morotabia has an extremely low crime rate. This is partly due to the fact that its citizens live their lives to admirably high moral standards, and partly because all forms of criminal and offensive behaviour are dealt with swiftly and firmly by the state’s zealous justice system.

The only State Prison seldom houses more than a handful of inmates at a time. That is because those who make and oversee the laws of Morotabia consider it more prudent and cost-effective to use corporal punishment rather than incarceration as a means of keeping delinquency low.

To further cut back on time and costs, the prison caters for both male and female offenders. Offenders are nothing more than the dregs of society as far as the state’s judiciary is concerned, and no distinction is made between the sexes.

It goes without saying that most foreigners would view the region’s laws as somewhat harsh and archaic, but as far as the local ruling class is concerned they work and that is all that matters. In fact, given the high number of moral guidelines, customs, and laws that citizens are expected to adhere to, it is quite surprising that any outsider would wish to visit the area in the first place for fear of accidentally landing in trouble, but there are always the curious ones who will take the chance.

So why would anyone visit such a place?

As far as scenic beauty goes, it draws a blank. Its featureless municipalities, separated by countless miles of scorched wasteland, certainly won’t make the cover of any decent travel guide, and the complete absence of cultural and architectural heritage spots doesn’t help either. It’s a bit of a blank canvas, but probably too shabby for any artist to waste paint on.

Therefore, it has to be the vibrant nightlife?

No. An eight o’clock evening curfew is in place in all settlements, strictly enforced by the minions of the region’s judicial overseers, a tribunal of moralistic dogmatists known simply as The Elders. If you are caught outside, you had better have a good excuse. If not, you will find yourself detained in a local holding cell, awaiting a trip to Morotabia Prison, and an inevitable audience—call it a trial if you foolishly wish—with The Elders.

Taking those negative points into account—and there are many besides; too many to mention, in fact—then what possessed a pair of beautiful, young European females to arrive into town at eight-thirty, dressed in a manner that was sure to offend, and behaving as if they had no clue whatsoever about local laws or customs?

Curiosity? Disregard? Stupidity? Or was it something completely different?
