    E.J.Hobsbawm  THE AGE OF CAPITALISM

    The making of nations

What were international politics about between 1878 and 1870?

It was about the creation of a Europe of nation-states.

The spring of the peoples (1848) was clearly an affirmation of nationality, of rival nationalities.

Revolutions failed, but the same aspirations dominated politics

European Union for the next twenty-five years.

Even outside of Europe the making of nations was dramatically visible.

What was the Meiji restoration but the appearance of a proud new

    nation in Japan?

The NATION was taken for granted. The transformation of nations into sovereign NATIONS-STATES, with a coherent territory, which in turn is defined by its

past history, their common culture, their ethnic composition and their language. Without

However, there is nothing logical about this implication. Nations are relatively recent historical phenomena.

The aspiration to form nation-states out of non-nation-states was a

product of the French Revolution. We must distinguish between the formation of nations, nationalism, and the creation of nation-states.

Europe was divided into nations about whose states there was little doubt,

and in those territories about which there was uncertainty.

France, England, Spain and Russia were undoubtedly nations because they had states identified with French, English, and so on. Germany was a nation

because all educated Germans shared the same language, Italy, although

It was never a political entity, it had perhaps the oldest literary culture

    common of his select minority.

Whatever history or culture said, the Irish were Irish and not English, the Czechs, Czechs and not Germans.

The first stage of the national revival passed through the acquisition, recovery and accumulation of pride due to this folkloric heritage.

Those who promoted it were almost always cultured members of the foreign ruling class or select minority, such as the German Lutheran pastors or the intellectual knights of the Baltic who brought together the folklore and antiquities of the

    Latvian-Estonian peasantry.

The defenders of the nation-state not only affirmed that it should be national, but

not that it should also be progressive, capable of developing a viable economy

a technology, a state organization and a military force; This is the natural unit of the development of modern, liberal, progressive and de facto bourgeois society. The unification and independence was its principle.

The simplest argument of those who identified nation-states with

    progress was the denial
