    Abstract

    The office of the Special Counsel began investigating Russia’s interference in the 2016 presidential election and related matters that raised questions in regards to obstruction of justice. The evidentiary considerations that guided the obstruction of justice investigation will be explicitly described and then an overview will be provided.

    As set forth in this report, the investigation established that Russia interfered in the 2016 presidential election primarily through a social media campaign that favored presidential candidate Trump over candidate Hillary Clinton and also through a Russian intelligence service conducted computer intrusions against the Clinton campaign team.

    The Internet Research Agency (IRA) carried out a social media campaign designed to provoke and amplify political and social discord in the United States. The IRA sent employees to the United States on several intelligence gathering missions with instruments to aid their work. They also began computer intrusion operations against members of the
