This book outlines a very effective system to bring an organization with many diverse activities into a cohesive team all working together. It uses broad expectation statements under which individual departments can use to plan and implement improvements that will benefit their joint customers. It also utilizes an annual rating system completed by the end-users to provide feedback on the levels of service provided in each component of that service. Although this process is equally applicable in private sector organizations, it is most effective in managing public sector organizations where customer care is sometimes less responsive.
The five general expectations advanced are a call for those departments in an organization to be innovative and proactive; responsive and flexible; efficient and cost-effective; Informative and analytical; as well as capable and committed. The system also provides information on how to utilize an annual rating system that will provide feedback from the customer on all the services provided. The book also addresses how these components of the system can be combined to motivate departmental managers to become a vital part of the system and further enlist the support of all members of their team.
Terry Eade
Dr. Eade has a BA in economics from Central Washington University, an MBA in business administration from the University of Utah, and a PhD in higher education econometrics from the University of Washington. His professional career has included being an Air Force Squadron Commander, a Chief Fiscal Officer, a college Vice President, and the Commandant of a leadership academy. He has taught college classes in both management and finance. As a management consultant he trained managers and was a keynote speaker at various conventions. Dr. Eade is also an experienced poker player, a snowbird, a golfer, a motorcycle rider, and an author.

The Vision
My vision of this concept began even before I became a manager. As a senior budget analyst for the University of Washington, I was not only responsible for helping to build the University’s biennial operating budget, but also for the ongoing process of controlling and revising that budget on a day-to-day basis. This involved evaluating various temporary and permanent interim budget change requests submitted by the deans of the various schools, and the vice presidents of various support entities, within the University.
Once I had done my research, I would prepare a written document detailing the source & application of funds, impact on the overall budget, my analysis of the need, and a recommendation to the University provost for his approval or disapproval. Sometimes I would recommend a compromise alternative to the one requested. Although this work was interesting and challenging, it did not leave me with any great sense of accomplishment.
At the time, I was living in a neighborhood where a new house was being built. As I passed the construction site on my way to work every morning, I thought to myself that it must be very rewarding for the contractor, and his tradesmen, to see a project to completion with each day providing a more finished house. Thus, they would start out with an undeveloped lot and end up with a shinny new, move-in-ready, and landscaped home.
This was, in my mind, a much more satisfying feeling than the one I felt at the end of my workday, knowing that regardless of how hard I had worked, my in-basket would be chucked full the next morning with another bevy of urgent requests to be dealt with. This is much the same as a production line worker, who performs a specific task over and over again, but does not have the satisfaction of seeing the finished product or its progression as it moves through
