Lu 19:10 For the Son of man is come to seek and to save that which was lost.

Jesus did not say that he came to make new believers; but to seek and to save or rescue the lost. To be lost implies that something once belonged somewhere and it is not there any longer. As the prodigal son, always, belonged to the father; but became lost in a foreign country far from home. The elect has, always, belonged to God. Their names were written in the book of life before the foundation of the world; but they are sinners which makes them out of place, as the elect of God, in a world that is contrary to God.

The prodigal son was chosen; but had rejected the life that the Father had for him and was contrary to it.
