This focus of this book is about the processes in place to ensure there is accountability for all executive departments and agencies. Much money is appropriated to the executive departments and their agencies but in the past there have been problems where the accountability appears to be lacking. This office is responsible for ensuring individuals and departments/agencies along with Congress are held accountable for the taxpayer money for which they have been entrusted.
Accountability is the key term for this office and it needs to step up to the plate to ensure accountability is present in all government activities not just the executive departments and agencies. Congress should also be held accountable for the funds they spend as part of their responsibilities.
Much legislative activity exists in appropriating funds the need for which is not justified in many instances. Funds are attached to legislative actions which have no relation to the topic or focus of the legislation. This kind of activity must stop and this organization should hold Congress accountable for these kinds of actions.
Ensuring the integrity and accountability of the federal government is the basic responsibility of this government entity. Many reports have been generated over the years about the operations of the federal government especially Congress and the Executive Departments and Agencies. In the past duplications have been identified that need to be corrected. Some changes were made but not all of them.
Generating reports and informing Congress and the executive departments and agencies about changes which need to be made are only half the mission. What needs to take place is that this office needs to have some teeth put into the authority so that the government becomes a more organized and efficient organization. When problems are raised such as lack of being accountable for the funds being spent individuals who have some control over tax payer money should be held accountable. Accountability needs to be put in place. The name of this organization says it all Government Accountability Organization. It needs to live up to the responsibilities for which it has been entrusted.

This element identifies the approach taken in this book to examine the structure of the Government Accountability Office. It involves examining the processes in place, the reports, transparency and whether integrity principles are in place for the operational decisions and what they represent.
Chapter 1 History
It is important to understand the history of this office and the involvement with decisions made by Congress.
Chapter 2 – Mission and Core values
This chapter identifies the mission of this office along with the core values. It is important in any article or book about government functions to understand the mission and core values or principles. The mission and core values will be presented and discussed.
Chapter 3 – Key Issues
This chapter will identify key issues deemed to be in existence that need attention by this Office. The issues being presented and some comments associated with the various issues will bring about a better understanding of issues affecting the country as a whole and why this office is focused on them.
Chapter 4 Congressional Protocols
The subject of congressional protocols is one that needs some understanding by everyday individuals not only what they are but why. An evaluation of these protocols as identified will be evaluated to determine if the protocols in place need to be changed especially if they impact the function of executive departments and agencies accomplishing their mission.
Chapter 5 Legal Decisions
The subject of legal decisions is one that may not get into much detail but needs to be discussed. Legal decisions may not always be understood. The process or processes in place will be evaluated and applicable suggestions provided where needed.
Chapter 6 For Congress
There are times when this office is requested by Congress to provide information relative to the operations of various departments and agencies and may also involve Congress
Chapter 7 Role as an Audit Institution
A typical audit institution and the principles of auditing as they are applicable to this office will be presented and discussed. Being an audit function within the government sometimes have different processes separate from private industry audits and these differences will be identified
Chapter 8 Fraud Activities
Identifying fraudulent activities is critical to holding individuals accountable for their actions. Individuals need to be held accountable for their decisions/actions especially in the federal government or those who are involved with government contracts or activities
Conclusion
This section compiles the information in the various chapters and draws a conclusion about the integrity operations of this organization
