The Congressional Budget Office (CBO) has been in the news recently regarding their analysis of legislation associated with health care. The CBO has been a part of the legislative process for decades as identified in this book but the question to be answered is are they truly non-partisan or are they politically motivated. Based on their analysis in a number of legislative matters not only current ones but legislation in the past it appears the process in use may be faulty. Predicting the future of what will take place cannot be truly reliable based on a set of circumstances. Individuals are in the mix regarding their future and the decisions they will make as a result of legislation passed by Congress. No one can predict the human spirit or decisions that will be made in the future in fact individuals may not even know what they will do much less an organization such as the CBO. The information in this book is about the processes in place and what needs to change and whether this organization has outlived its usefulness.
The structure of this organization will be reviewed and the reports generated will be evaluated to ensure that the processes in place and that the structure is appropriate for the mission of the organization. The mission is to provide the Congress with the objective, timely, nonpartisan analyses needed for economic and budget decisions and with the information and estimates required for the Congressional budget process.
Another aspect of looking at this organization is to determine what aspect of government operations in which they should be involved and what aspects in which they should have no activity. It is important to have someone or some organization look at the budgets of the President and changes to the budget as proposed by Congress.

Introduction – This is an introduction to the approach taken in this book on the operations of the Congressional Budget Office and the processes involved in coming up with the conclusions about legislative proposals
Chapter 1 – History – This chapter identifies the involvement of this organization in the legislative process for many years yet the nature of the operations and the processes it uses leaves many questions as to the reliability of the information being provided. Often the information provided to Congress is not proven to be valid or reliable. This chapter identifies the basic structure of this organization.
Chapter 2 – Objectivity – Objectivity within any government organization raises many questions with regards to decisions made in many situations. Whether the processes used in this organization involves objectivity will be explored in this handbook.
Chapter 3 – Transparency – Transparency in this organization is lacking in some respects how much it exists or doesn’t will be examined based on some of the decisions which have been made.
Chapter 4 – Processes – There are many processes within this organization which need to be understood by the American public. Some will be examined in depth while others will only be mentioned.
Chapter 5 – Major Recurring Reports – Major recurring reports from this office are important but they are also important to ensure that they are based on facts not opinion when this can be accomplished. It is also important to note that opinions must be identified as opinion not factual.
Chapter 6 – Organization and Staffing – The organization and staffing of this office is important in that there needs to be individuals who do not exert their political opinions or philosophy into the reports presented. Individuals who are involved with these reports must be objective and transparent as to where the conclusions are drawn.
Chapter 7 – Government involvement by Topic – There are many topics in which this office is involved and these are discussed individually some in depth and some briefly dependent upon the topic involved.
Chapter 8 – Analysis of Entitlements – Entitlements and the analysis of them can be critical in determining any changes regarding the funding and the impact of changes. Many things go into determining the need for entitlements including whether individuals should have them in the first place. It is difficult at best to determine whether an individual or individuals should have access to entitlements. One point to make is that some entitlements have been earned throughout individual’s lives and trying to analyze these situations though this organization can be risky. Analysis of legislative proposals regarding the impact has been way off. This chapter looks into the involvement of the Congressional Budget Office in this subject will be reviewed and potential changes, if any may be warranted.
Chapter 9 – Data analysis and Reliability – Data analysis and reliability is key and the process involved to ensure any data is reliability is the focus of this chapter.
Chapter 10 – Legislative Involvement – Many legislative proposals are reviewed by this organization and the budget office needs to be careful in determining the impact of something that is not yet know. To make another point involvement in any activity is only as good as the information provided to arrive at a reliable conclusion.
Conclusion – This summarizes the conclusions drawn from the
