This handbook is about evaluating the quality of services performed by the Department of Veterans Affairs and analyzing their mission and responsibilities. Integrity should be a part of the character of this entity but in recent reports it appears that integrity is absent in the services being provided in several VA facilities. Individuals who provide services including healthcare to veterans must display the highest level of integrity in everything they do associated with the positions they hold. There is no doubt that problems exist within this organization but the problem is what should be done in possibly restructuring the organization to provide the best support for all our veterans and their families. This is what this handbook is about including what should Congress be doing to be involved in this restructure.
Individuals who have served in all branches of the military and their families deserve to be supported in all their needs. It currently appears that the healthcare needs are currently a problem and must be fixed, our veterans deserve no less. The words in the mission statement below encompass the intended purpose of this organization when it was created. Below is the statement and basic goal of the Department of Veterans Affairs.
This is not about individuals who do what they should be doing in supporting the needs of our veterans it is about those who are not living up to their responsibilities for the positions they hold. Individuals who do not perform their responsibilities according to their individual positions should not be rewarded with bonuses but should either be reprimanded or fired depending on individual circumstances.
Mission – To fulfill President Lincoln’s promise “To care for him who shall have borne the battle, and for his widow, and his orphan” by serving and honoring the men and women who are America’s Veterans.
The promise of Lincoln provided above was true when he said it and is no less true today. The care of our veterans in all aspects in addition to healthcare should be supported by all individuals in government. Individuals that are in positions of responsibility and who have the opportunity to improve the lives of all veterans should do so without question. It should not be about politics.

Chapter 1 – History – This chapter provides some historical information regarding the Department of Veteran Affairs and what it has meant for those who committed to serve our country and the commitment of their families
Chapter 2 – Core Values – The core values of the Department of Veterans Affairs emulate the values of the various branches of the military. The values are discussed and their importance in providing the resources and support veterans deserve
Chapter 3 – Core Characteristics – The core characteristics are another aspect that also emulate the values of the various branches of the military and are presented and discussed.
Chapter 4 – Locations – This chapter provides a look at the locations and services available to veterans across the country. The number of locations identified at the time of this publishing provides more understanding of the scope of resources available to veterans and their families.
Chapter 5 - Disability Compensation – The process and requirements for disability compensation are examined and possibly potential changes that may be needed to the process to better serve veterans that need this resource the rest of their lives.
Chapter 6 – Pension – The subject of pensions for the military and the requirements are presented and discussed. The requirements presented bring a better understanding of the pension process for veterans
Chapter 7 – Education and Training – Education and training is important when meeting the needs of our veterans. When entering back into the workforce some may need additional or new training to re-enter the workforce especially after serving several years. This chapter provides some of the resources available to veterans.
Chapter 8 – Healthcare – The healthcare needs of our veterans must be met and Congress must provide the funding and resources necessary to provide quality care for those who have put their lives on the line to protect our way of life.
Chapter 9 – Responsibilities of the Secretary – The responsibilities of the Secretary involve managing all the actions and responsibilities to ensure that the department embraces integrity with the services it provides.
Chapter 10 – Fiscal Responsibility – Fiscal responsibility is important for any government entity and it is no different in this administration and while fiscal responsibility is a goal it should not involve cutting corners or funding with regards to meeting the healthcare needs of all veterans and their families where applicable.
Conclusion – This provides some conclusions as it relates to the information presented in this book and whether integrity exist or if changes need to be made.
