Brian Sexton
Brian Sexton is the original author of this proposal and started a not-for profit called Launch 21 Foundation in the pursuit of helping the unemployed and returning veterans learn the skills necessary for work in the 21st century. Mr. Sexton is the co-founder of eStrategy, One Salute Inc., which is a Service Disabled Veteran, management consulting firm specializing in IT service development platforms, medical waste disposal, passenger transportation and, specialized job placement and quality assurance programs. Mr. Sexton has the requisite skills and past experience to meet and exceed the expectations of the White House. As the Director for the Alzheimer’s Institute of America Foundation, Mr. Sexton is familiar working with unemployed disabled Veterans afflicted with brain trauma and other neurological disabilities and understands the learning barriers that need to be overcome. He has written two books, “The Value Drivers of the Organizational Dynamics Program” and “The World of Strategy Consulting.” Mr. Sexton attended the Wharton Business School at the University of Pennsylvania and Kellogg School of Management at Northwestern University, Mr. Sexton graduated with an M.B.A. and M.S.O.D. degrees and earned a B.A. in Communications Studies from the University of Kansas.

On Wednesday, January 12 2011, President Obama called on Americans to expand our moral imaginations, to listen to each other more carefully, to sharpen our instincts for empathy, and remind ourselves of all the ways our hopes and dreams are bound together.
This is the purpose of our proposal.
According to a recent report issued by the San Francisco Federal Reserve, at least 200,000 additional jobs per month would be necessary to create a meaningful reduction in unemployment by 2013.¹
Suppose the President were to issue an executive order requiring that one intern or trainee must be hired by a grantee or government contractor for each $500,000 of federal grants or contracts issued. For each intern/trainee, an annual wage of $15,000-$25,000 plus additional benefits of approximately $5,000 per year would be paid.
The total spending on government contracts and grants reached $1.1 trillion in 2010. Considering the $500,000 threshold for required participation in the program, this would correspond to an upper
