Jesus so loved the world that He sacrificed His own life's blood, that whoever believes in Him will not perish but that they have everlasting life.     About the title of this book: A treatise, an exposition, or a collection of writings that include a methodical discussion of the facts and principles involving one subject matter and the reaching of its conclusion. Therefore, the Lord Jesus has chosen to call this a collection of written articles, as it is a systematic accumulation of prophetic exposés on the subject matter He has gathered, which is God’s Decrees. His purpose is that they be studied so that the Body of Christ is awakened and informed of His desires for them to live out His commands, the Decrees of God that He has already declared in His Holy Bible.

    Jehoshaphat stood and said, ‘Hear me, O Judah and you inhabitants of Jerusalem: Believe in the Lord your God, and you shall be established; believe His prophets, and you shall prosper.’ (2 Chronicles 20:20b)

    Some books cannot be understood in just one reading and must be studied over time. God’s Decrees: A Collection of Prophetic Exposés is definitely an example of such a book. To understand the magnitude and impact of the information and revelation in this book, one must first understand the person who is the author of this amazing book.

    To understand Apostle Magnolia M. Edwards, one must understand me and why God has selected me to provide this unique perspective of this book. I am currently the first Black Dean of the School of Education at Capital University in Columbus, Ohio, which was chartered as a university in 1850. (I became Dean in August 2021.) I am also an ordained minister at Rhema Christian Center in Columbus, Ohio. I graduated from North Carolina A&T State University as Summa Cum Laude with highest distinctions as one of the top ten graduates. I completed my masters and doctoral degrees from The Ohio State University with great ease. I considered myself a Holy Spirit led marketplace leader and professional. Then I took a class with Apostle Magnolia M. Edwards, and during this class I was asked to redo a paper. Imagine my surprise and dismay at this request. Never had I had to rewrite a paper in my entire educational career. This request in February of 2010 to redo my paper The Authority of the Name jarred me! It was as if I had been awakened by defibrillator paddles and saved from a premature death. This jarring was a spiritual awakening. Apostle Edwards’ courage and Holy Spirit sensitivity afforded me the opportunity to, for the first time, realize the power of not just what I write, but the power of the words as penned by the Holy Spirit in everything I say and do.

    I share this testimony to say that anything written by this author and particularly this book is the very heart and mind of God the Father, with the direction of the Holy Spirit. God’s Decrees: A Collection of Prophetic Exposes jars the Body of Christ, individually and collectively, to awaken to a second chance to redo and gain a greater understanding of how the Holy Spirit through God’s Decrees wants to bring order to this chaotic world as reflected through His messengers who utilize the legitimate Kingdom governmental proclamations.

    In this book, GOD’S DECREES: A Collections of Prophetic Exposés, it is God’s modus operandi (MO), which the above verse of Scripture reference and the quotation below is what the Lord has said to me many times about His prophetic messages that He gives me to speak and write to His Church and this world. Now I am to write a series of books on prophetic exposés that the Lord has commissioned me to write. I do not know why it surprised me, for in the past, I have produced six prophetic exposé events, written many Prophetic Exposé News Letters, and numerous articles throughout the past thirty-some years. Maybe it is surprising to me, being one who is very reluctant to do things on my own accord because I do not want to sin, being presumptuous, where God’s will and ways are concerned. I am still learning our God’s ways, His MO, the way He operates. Honestly, I have been an apostle and prophet of His for over fifty some years, and He is still teaching me new marvelous and wonderful things about Himself. I want to know Him, I want to know what the Lord is requiring of me, and that truly it is His Will and His Way before I commit myself to doing anything in His Name.

    Behold! When I uncover a matter to you, then you are to uncover it to the world, says the Almighty God.

    This is what the Lord has assigned me to do: for me to behold is that I see, understand, discern, perceive that which He uncovers—exposes, causing to be known as by Him—a wicked and deceptive matter, howbeit: people, doctrine, religion, churches, governments, etc., whatever the situation or circumstance may involve, when and whatever God exposes to me. Then I am to uncover the matter, exposing it publicly to the world that it be known as God has revealed it to me. Yes, this is what a prophetic exposé is and I will obey God.

    He reveals the deep and secret things; He knows what is in the darkness, and the light dwells with Him! (Daniel 2:22 AMP)

    So do not make any hasty or premature judgments before the time when the Lord comes [again], for He will both bring to light the secret things that are [now hidden] in darkness and disclose and expose the [secret] aims (motives and purposes) of hearts. Then every man will receive his [due] commendation from God. (1 Corinthians 4:5 AMP)

    This book is about God’s Decrees that He has already given to us His people and the world. These are not new words but very old eternal words that have stood the test of time through many thousands of years and the thousands of generations of His created people. He, our eternal God, has not changed nor has His Word in all this time in spite of all the changes mankind has caused or inflicted on themselves. We have even tried to get God to change Himself because we have contrived and accepted alternative lifestyles. Changes that we want Him to accept, that which we have chosen for ourselves, in place of His original created human anatomy and gender. Our Eternal Creator God knows the beginning from the ending of all matters; hence, He will not ever allow His creations to rule and reign over Him. The only fool there is on Planet Earth is the one who does not believe that God lives and that they must ultimately answer to Him (Psalm 14).

    The articles in this collection of prophetic exposés were chosen by the Lord, and He has put the words on these pages that He, Himself approved of to glorify and honor His Name and His Word. We, His people, must bow down individually and collectively before Him in adoration and obedient submission in order to receive Him as our Lord, our King, our Savior, and our one and only true living God, The Lord Jesus Christ. We can no longer think nor act as if we have the right to do our own thing: when we please, how we please, with whom we please. For it is written, decreed, and declared in His Holy Bible exactly how we must be before Him. God has decreed and declared it all before He ever created anything. He never left anything to chance, happenstance, or our election; but He decreed by stating very clearly and succinctly what was to be before He created us, read it in Genesis 1–2, and then He even declared that which He had done was very good. Yet some of His created human beings have tried, but to no avail, to nullify this truth by them interjecting their own ideology and/or their own intellectualization. In the book of Revelation 20:11–15, we find God’s decreed declaration of the Great White Throne Judgment. It is the time when He will for all eternity deal with those who have persisted in this life having their own way, living as they please the life they were given to live out here on Planet Earth, that which the Lord God gifted unto us all.

    It is time now for us saints of God to realize our responsibility to our God and Lord. We are His subjects, not the reverse. It seems that our flesh is always trying to find ways to work out how we can get around humbling ourselves before Him—that is, by us somehow accomplishing His will for our lives. It doesn’t work for the saints of God nor anyone else. He alone is God, and it does not matter how intelligent you are, you cannot accomplish God’s will by your own volition without His help, His input, His power, and His authority. Why? Because the devil will stop you, else you will succeed where he failed, and he will not allow you to best him by you becoming God.

    This is the apex, it is time we all focus on maturing spiritually, attaining to the high calling in Christ Jesus, and us preparing to take our places around God’s Throne. This present Earth is not our home; therefore, we must focus our eyes on Christ, God’s risen and ascended Son, Who decreed and declared that He will be returning for His Bride, His Church. The only way we will be ready for His return is that we completely allow Him to be our Lord now, obeying His every command (John 14:15). That is the only proof, the manifestation of our love for Him, that He, our Bridegroom will accept.

    The articles in this book are succinctly and sequentially written, and they’re positioned or situated in the order that God wants you, the reader, to spiritually, mentally, and experientially process these articles. Whereas you will receive as much clarification and understanding on the subject of God’s Decrees as possible. And I pray that you receive the messages herein as life and light from God Almighty. He is our only hope Church in this perverse and dying world.

    The Lawful Use of God’s Decrees

    In most Holy Bible translations, the word decree is used only when they are referring to something decreed by God, Jesus, kings, or other high governmental officials when they are announcing the issuance of a new law, statute, or edict, which is a judicial order in the Old and New Testament. However, today the word decree is common, for it is commonly used by many non-kingdom governmental officials as they pronounce their decree declaring their wishes and desires and sometimes their commands in some churches. Haven’t you heard some prophets or other persons prophesying, and they were saying, I decree and I declare…? Most of us Christians have heard this because it has become more prevalent and commonplace these days for the saints to use these terms when prophesying or when someone is quoting a verse from the Holy Bible. Especially if you attend churches that believe in the ministry of the Holy Spirit and they utilize its nine gifts—the word of wisdom, the word of knowledge, faith, healings, miracles, prophecy, discerning of spirits, different kinds of tongues, and interpretation of tongues (1 Corinthians 12:1–11). Also, they are organized under the covering of God’s officers, the five ascension gifts that Christ gave to His Body—apostles, prophets, evangelists, pastors, and teachers (1 Corinthians 12:28; Ephesians 4:10–16).

    When I have heard decreeing done by a Holy Spirit led individual it was powerful with the authority of Heaven’s confirmation of signs and wonders and miracles. I have also heard the decreeing and declaring many times and I found myself mesmerized by the grandiosity of it all. Especially when it is seemingly a performance orchestrated for the excitement and enticement of an audience, getting them to join in with the power thrust I have often felt coming from such an exercise. There were times it was entertainment for the audience, a demonstration glorifying the speaker’s ability or authority to command the devil. To me, it had a wowing affect, having thereby successfully achieving the effectiveness of drawing the people’s minds under their control, and that could enable the speaker to practice witchcraft on their audience, that is, on those spiritually unsuspecting and ignorant ones not discerning what was happening as they listened to them.

    Of course, this is not true all the time, and I would say not even most of the time a prophetic utterance is given in a setting of that kind. However, unfortunately, these times are happening in God’s House more and more wherever there is a gathering of prophetic people. Our God always has a remnant that walks in obedience to Him being led by Holy Spirit. So then the only way to safeguard our spirit and mind is to be a seeker after God and not a seeker after powerful people of God. Then no matter where or what you are doing you will always find Him, God, there in your midst accomplishing His will concerning you. You will guard him and keep him in perfect and constant peace whose mind [both its inclination and its character] is stayed on You, because he commits himself to You, leans on You, and hopes confidently in You (Isaiah 26:3 AMP). In other words, For those who are according to the flesh and are controlled by its unholy desires set their minds on and pursue those things which gratify the flesh, but those who are according to the Spirit and are controlled by the desires of the Spirit set their minds on and seek those things which gratify the [Holy] Spirit (Romans 8:5 AMP).

    The Holy Spirit’s gift of prophesying is when Holy Spirit uses a person to give a prophecy, a prophetic message—that is, they prophesy or speak in an unknown tongue and the interpretation is given (1 Corinthians 14:1–5). It can also be a prophetic writing, a prophetic dream/vision, and/or other expressive means that exhorts, that comforts, or that edifies the members of the Body of Christ. When a person ministers in the office of a prophet, one of their duties as a prophet is to prophetically express the will and purposes of God, they not only will give words of comfort, exhortation, and edification, but they are responsible to also declare other weightier messages and actions from God as He ordains them to do so. For instance, words or actions that bring correction, instruction, rebuke, revelation knowledge, spiritual understanding, counsel, wisdom, knowledge, etc., to individuals and God’s Church, as well as to governments, businesses, and other entities as the Lord gives them utterance according to His will and purpose. God’s prophets’ functions are through the seven spirits of God, The Spirit of the LORD shall rest upon Him, the Spirit of wisdom and understanding, the Spirit of counsel and might, the Spirit of knowledge and of the fear of the LORD (Isaiah 11:2).

    Both of these prophetic operations: the gift of prophecy and that of the office of a prophet, require the messenger to exercise responsibility for delivering an authentic communication from God to whom it was intended, whether to a single person or a group of people. In particular, the prophet will be used to speak God’s Word to individuals, to churches leaderships, to governmental officials, to business leadership, to educators, etc., as did the prophets in the Old and New Testament.

    Saying that God’s message is a decree or declaration does not make it a law or order, especially when God has not commissioned the use of the decree and/or declarative. The Lord has and does from time to time give His officials decrees to declare that they deliver to a designated people. At such times it is His Kingdom governmental action that His official is required to enact. However, to simply quote verses of Scripture and/or speaking a message from God, having not said it is a decree or declaration, has just as much spiritual anointing, authority, and power, as when one says it is some sort of decree or declaration when God has commanded it.

    Some say decreeing or declaring establishes God’s word, but the Holy Bible says the agreement of our faith in God’s Word establishes it in our hearts; then because we believe the Word of God, He will perform it for us. Saints of God please hear this: there is nothing else greater that we can do than that which God has done. He has already decreed and declared His Word. He just wants us to agree in faith with His Word so that He can apply it to our lives. What I am saying then is there is no need for this religious verbiage of decreeing and/or declaring if God has not ordered it. He has to initiate whatever it is, for it to serve any real spiritual purpose.

    In the following paragraphs, there are excerpts from an article published in a Christian magazine where an author wrote their article from a legalistic perspective. I do not believe, or I pray, that this author did not mean to imply in any way in this article that they were or are able to take the place of God or be in the place of God by making decrees themselves. However, when we are articulating in the manner in which they have in this article, people could and will misunderstand their intentions. The devil loves it when we have these humanistic, self-help, or independence interpretive viewpoint approaches to God’s Word because it serves to further our own agenda. Having said that, I will use these excerpts to intensify our discussion on God’s Decrees, taking us to a deeper depth of understanding of the issue God is addressing in this article.

    This author is viewing the word decree from an unusual point of view, which is because they have studied law, and that, I believe, has skewed their perception of God’s intent according to God’s Biblical and spiritual usage of this word decree in the Old and New Testament. Their view of the word decree seems to denote power and/or authority that God has not given to us. It seems to come from a place of wanting to be something that God has not created us to be, which is us having control of our lives independent of Him. That is the misuse of His Scriptures, His decrees, being manipulated by us to give us power and authority to navigate and control our own lives. This is not God’s intent, but satan’s. The Tree of Knowledge syndrome. This is a power ploy of the devil to draw people into worshiping him. It is so subtle; however, the Lord is wise enough to see through satan’s diabolical scheme and is warning His people of the dangers of this kind of spiritual warfare.

    Excerpt: In this magazine article, the author says,

    By contrast, decrees are a tool by which we cause the truths of the heavenly realm to be manifest into the natural realm so they become our daily reality. We decree healing when we are sick. We decree provision and abundance when we are lacking. We decree peace when there is turmoil. Decrees are a tool to fulfill Matthew 6:10: Thy Kingdom come, Thy Will be done on earth, as it is in Heaven (KJV). Decrees manifest Heaven on earth.

    Thinking or saying that the use of decrees is a tool to fulfill God’s Kingdom coming on Earth as it is in Heaven is something only God can decree and it happens. However, God has already mandated us to pray and believe, and that by our faith in His Word, that His Kingdom is here in us, on Planet Earth right now. We just need to act like we believe it, saints of the Most High God. Our problem is we do not believe His Word when we speak it; therefore, we think we need to resort to humanistic measures.

    Excerpt: In that magazine article the author states,

    The English definition of decree is a statement of truth that carries the authority of a court order. For example, when a defendant is convicted of a crime and sentenced to prison, he cannot ignore that sentence because the authority of the court order is such that upon conviction, he has no further say in the matter.

    Satan has always known that he must obey God’s command that we speak in Jesus’ name. So when we have the faith of God in our hearts and us knowing that God’s truth will prevail, we will have what we say and pray. This is our Father’s law saints: it is spiritual, eternal, and it will manifest in the natural (in time); therefore, believe it and speak it in faith because it is His Word and He is His Word. There is no necessity for us to decree it again as if we have some extra authority and power to add to
