    Chapter One

    There he is! Elizabeth Talbot hissed to her best friend Amelia Anderson, or Amy as she was called by her friends and family.

    Amy scanned the crowded ballroom for her friend's target. Oh, my! she whispered. He is a fine one! What are you going to do?

    Elizabeth had been thinking the same thing. She had come up with this crazy scheme after over hearing her father's conversation earlier in the week.

    Robert Talbot was a United States Senator and was politically aligned with Amy's father, William Anderson as well as David Robertson, the father of the girls' other friend Annie. Robert Talbot was looking for ways to gain support to prevent the President's impeachment and said that maybe the annual Washington Christmas Ball would allow for more private conversations. Elizabeth had decided that she should show her support for her father and try to convince others that they should support Robert Talbot as well. But as she talked and listened, she had learned that the biggest obstacle to her father's goal was a young senator named Andrew Matthews. Elizabeth had decided that she would do whatever it took to make this man come around to her father's way of thinking.

    She watched as Senator Matthews stood off to the side alone and watching the dancers. Well, are you certain that is him? Amy asked. He looks a bit, well, dangerous.

    Elizabeth nodded. Oh, that's him. Father pointed him out to me one day, and who could forget somebody who looks like that!

    Amy giggled. But how will you get to talk to him?

    Surveying the room again, she had a brilliant idea. I'm going to ask him to dance!

    You can't ask him to dance! That's just not done! Amy looked horrified. But Elizabeth was already walking toward the man.

    Oh, excuse, sir. I am so sorry, she said after bumping into Andrew Matthews.

    He immediately reached to steady her. Then he looked at her face and smiled. Are you alright? His eyes bore into hers as if he could already see her intentions.

    Aside from being a bit embarrassed for being so clumsy, I am fine, she answered. Mr. Matthews? At his nod, she continued, I'm Elizabeth, I mean, Elizabeth Talbot.

    He took her hand, and lightly kissed the back of it. Elizabeth felt as if fire had just been sent through her body. A pleasure to meet you, Miss Talbot.

    Elizabeth smiled back at him. She was used to men fawning over her, but something told her that this man was not going to be so easily charmed. It's a lovely ball, isn't it?

    He nodded.

    She decided he wasn't going to offer much in the way of conversation, so she just decided to blurt it out. Why aren't you dancing?

    He raised an eyebrow at her forwardness. Perhaps because I don't have a partner to dance with.

    Elizabeth wasn't going to wait for him to ask her, so she said, Well, I don't either, so perhaps the two of us could partner one another?

    Andrew chuckled. Miss Talbot, are you asking me to dance?

    Why, yes, I believe I am!

    Andrew set his glass down. Without another word, he took her hand and led her to the dance floor.

    Just then the orchestra started a waltz. Oh, dear, she thought to herself. This was a newer and most scandalous dance that positioned each dancer extremely close together the entire dance. Many refused to even participate, because it was too intimate for many people's tastes. But Andrew smiled wickedly. My favorite dance, he said in a deep husky voice.

    Before she could reply, Elizabeth felt his hand on her waist and he pulled her closer to him than he had ever been to another man. So what is the daughter of Robert Talbot trying to accomplish?

    Elizabeth looked up at him. Dear Lord, his face was so close to hers. It was as if he could kiss her with no effort. What makes you think I am trying to accomplish anything?

    First of all, proper young ladies never approach a gentleman. Second, the daughter of the opposing political party would never dare ask me to dance. And third, the waltz is a dance that could ruin a little girl's reputation.

    Fire flared in Elizabeth's eyes. I am not a little girl!

    Then what do you want?

    I just want to talk to you, she confessed.

    Why? he demanded.

    She swallowed to regain her voice. I need a favor.

    Again, he raised his eyebrows. A favor, you say? And what do I get in return?

    Elizabeth smiled brightly at him. A kiss? She was certain he would be thrilled with such an offering.

    Andrew laughed aloud causing several other dancing couples to look their way. That's amusing. Seeing her deflated face he added, "Let me make one thing clear. I have no time or interests in the games little girls play. I enjoy the real delights a woman can offer. Perhaps if you have something to offer than
