    Observer’s Notes: No one who served with Captain Wilkin in the U.S. Army can criticize his intelligence, his integrity, or his dedication to his country. However, many of us have criticized his equal, if not greater, dedication to dressing up in women’s clothing, which he began doing (at least in public) during his last tour of duty. Psychological profiling during Tip’s subsequent CIA training (in which he did surprisingly well) marked him as a candidate for the position of human liaison for Project Skin Horse, which provided us with a quiet place to stash him away. At present, he seems happy to file paperwork, participate in the occasional field mission, and perform miscellaneous tasks best suited to a human employee. According to Tip, these mostly involve watering plants and winding the receptionist.
