Everything else aside: Who is keeping compensation money, if it was not stolen?
In 1985 the British Government gave the Government of Kenya money to compensate former employees of the defunct East African Community.
The governments of Uganda and Tanzania gave their beneficiaries part of their compensation money. At least a little of something is better than nothing.
On the other hand, the government of Kenya has never given her beneficiaries even half a cent of their compensation money.

Dear Mwalimu Julius Kambarage Nyerere,
I write to you this letter from Kenya knowing well that you are a living-dead. You are of better help than the best living-live in this country’s top leadership.
You are aware that Kenya is an interesting country. That it is a country in which men chew men like raw sweet potatoes. For as long as a Kenyan wants something, they will do anything to get anything. They all lost all humanity.
In this country, making money is the ultimate objective. Nothing stops a Kenyan who wants to make money.
Commoners are duped by Buy Kenyan Build Kenya. Instead of building Kenya, the duped commoners build man eating individuals. The man-eating individuals
