    I. A General Issue

    General McCallister received a call. How can I help you? We’d like to talk to you, General. Who’s it? It’s Eve from the council. What council? Does the Council of Cosmic Affairs ring a bell? Yes, of course. What can I do for you, ma’am? We have chosen you to fill the new position of president of the committee for peace of the universe. Are you serious? Yes, I am. To say the least. Why me? Your acumen and your profile are a perfect fit for the position. Thanks for your remarks. What do I need to do? For now, just wait for our instructions. We’ll pick you up for the next meeting. By the way, I almost forgot. Colonel Collins, a devoted friend of yours, has been designated as your personal assistant.

    After the call, he couldn't believe it. He called the president to let him know of the recent news. The president already knew about the cosmic news. Way to go, Mc! Thank you, Sir. Oh, they told you so. Yes, they first contacted me and I gave them my approval. I think it is the best thing that could have happened to us in a long time. They told me that we have developed into an adult civilization, and it would be great to have us as part of the council. We can take advantage of this opportunity by gathering valuable intelligence.

    General McCallister became an aviator, and flew ground-attack aircraft. He survived multiple times, even though he got deadly wounds, but recovered satisfactorily. He completed several tours. Furthermore, he was shot down, severely injured, and captured by his enemies. A prisoner of war for over six months in the Middle East. His military training was highly considered for this position.

    General McCallister got ready to depart for this very important assignment. He has no idea what the committee is expecting of him. I have to stop this ominous practice of calling unidentified flying objects (UFO’s) by a different name, or trying to discredit the people who claim they’ve seen them or that they have been abducted. No more unidentified aerial phenomena, or UAP for short. First and foremost, I must begin calling things by their proper names, be transparent and be open to learning new things. Second, I have to ask for guidance from the observers. They have quite a great deal of experience dealing with aliens. While at the Pentagon, the general had a lot of experience with unclassified files. His task force was responsible for downplaying the threat that these cases represented to his country and the whole world. He provided plausible explanations and, in most cases, these were simply attributed to natural phenomena, military developments, or much-ridiculed alien seekers’ creations.

    The observers were leading all the proceedings. In the event of a conflict, they decided to appoint a commissioner for intercivilizational relations and a mediator. Mrs. Warwick is the ideal commissioner, and Leah is our best bet for a mediator. General Warwick was one of the Army’s top ranking  females. Great choices. We’ll inform the members of our recent news. Stu got the news, and he was very happy for Leah, but he didn’t know who Mrs. Warwick was. He contacted Elder and Eve to get a brief on her.

    Leah was blown away. How come? I mean, why did they choose me? Whatever the reason was, I have to be up to the position. I need to prepare myself. What can I do to achieve that? I’d better ask Eve. She contacted Eve regarding her new position at the council. Eve offered to help her as much as she needed, and also to take her to the collective consciousness of the cosmos, so that she could receive android Leah’s memory and inherit some of her skills. Has it ever been done before? No, it hasn’t, but there’s always a first time for everything. That’s phenomenally close to a failure. Don’t think like that. Would that harm my body? No, I don’t think so. Life comes full circle like this.

    They got together and started their journey. They’ve been queasy about Mr. Evil. We have to overcome our differences, and go ahead with our mission. Kudos to you, Leah! Thanks. You’re going to be under the spotlight, all eyes on you. Pretty stringent tests are awaiting you. Just make sure you don’t contravene the rules, play by the book.

    General Warwick grew up in the Army and came  from a family that has defended the nation for several generations. She was a platoon leader, an expert in logistics, and had a long list of firsts in her career.

    General McCallister arrived at the headquarters. He was soon taken to his office at the council. His first day had been smooth, so far. He’s just met some aliens. I need to get used to them, grayish, greenish, and those other entities. I need to be politically correct. Correctness is a key element in the peace committee. I’m going to read our mission, scope, and any other documents in order to work better. A peace building committee. It was jointly established by the council to promote peace, and support planets with emerging conflicts. Jenna is Elder’s assistant. She’ll have to organize a meeting with our members. Colonel Collins will be here tomorrow.

    Colonel Collins was well aware of his new duties alongside General McCallister. He was not worried about his mission, but had  reserves of how he was going to deal with living in space and coping with beings he was not used to dealing with. Colonel Collins is a commanding officer that is very loyal to his country, with many awards and recognition.

    Jenna told him to prepare for the next meeting. She gave him some guidelines.  I need to prepare a speech. Propose strategies on how to target conflicts, recovery, refugee camps, sanctions, pacific settlement of disputes, effective role of the committee, proliferation of evil, our agenda, weapon control, crisis and response, create a cosmic tribunal for such matters, agreements, and legislation to protect the universe. What else? Don’t forget to establish subsidiary organs that will help you achieve such ambitious goals,  Yes, you’re right. A comprehensive approach to sustaining peace. We need an army to protect the universe. No, general. Why not? Let’s call them the peacekeeping corps. Peacekeeping operations are valuable to solving any crisis.

    Eve was too busy to give General McCallister a pep talk. Elder will meet him later this afternoon. Jenna came to meet him, instead. There’s so much in outer space that we don’t even imagine the potential of being here. Who was going to think that I would end up in this position? I used to cover and try to do backwards engineering. That’s the past. Jenna says, We are very aware of your records, General. I am here to give you a briefing of your duties and future meetings regarding urgent matters of the council. All the members were notified of the next meeting at the committee session tomorrow. Great! How many members do we have? So far, there are 6 plus your assistant, and yourself. Everything’s ready. If you want me to revise your speech, I would do so in advance. I am not sure of the level of secrecy. Don’t worry about it. I think that I was appointed to this position because you believed that I could be up to the challenge. That’s correct. So you are on your own, from now on. Good luck. He didn’t accept her help, which was what she expected, knowing how stubborn General McCallister is. He later  submitted a draft to his assistant, who was still on his way to the council.

    Jenna made some remarks to the personnel and encouraged them to assist General McCallister to achieve our goals. The crew is very professional, but very harsh. Positive criticism inside the council is allowed, since it makes us grow and comply better with our mission and scope.

    General McCallister called his president. He told himself, I shouldn’t call him my president anymore. Anyway, he let him know of his progress. Keep us posted, Mc! I will. Don’t be silly! I don’t have to report to anybody anymore. I only have to play by our rules and nobody is going to harm me. Likewise, I have more power than any human alive today, He dropped himself onto his chair and took a moment to think things over. This feels great, a lot better than what I thought.

    Jenna went to her office to continue her work.  Meanwhile,  General McCallister went for a walk and, a few meters ahead, he ran into Mrs. Warwick. You have to be General McCallister. Yes, I am. Who are you? I’m Laura. Oh, General Warwick, nice to meet you. Nice meeting you, General.  Just call me Laura. Are you a diplomat, Laura? Yes, indeed. Even though most of my expertise is related to war. Our offices are responsible for peace. Who do you report to? We both report to the council, General.  We’re free to act. Free will? Yes,  but why are you so skeptical? It’s the first time I’ve been in outer space. Get used to it. It will be great if we meet later. Sure, I’ll be glad to do so. While they were talking, somebody approached them. Howdy guys! Who’s this? Are you the infamous A? Not anymore, guys. I’m part of the good guys now. What do you do here? I’m part of the council. If you don’t mind my asking what exactly do you do? I’m in charge of treaty sanctions and prisons. I see, we’ll be working together. Alright, I will see you both around.

    General McCallister continued strolling. He arrived at a control room. He stood at the entrance and asked the personnel, May I come in? Sure, General McCallister. You’re welcome. Do you want a guided tour? I guess I will accept it this time. A young lady came to meet him and started explaining the technology they were using. One question, young lady. Yes, general, and my name is Akira. Do we have any weapons? She laughed! We don’t need them. How come? Please, follow me, I will show you some videos. He watched the observers and Stu in battle. It’s fascinating. It reminds me that the best offense is a strong defense. On the whole, ours is a defensive strategy. Why defensive? Disarm them, and we’ll walk together victoriously, General. Where are the weapons? Relax. There will be time for that some other time. I am not the person who’s going to show you our arsenal. Who’s going to do that? Jenna will do that.

    Let me tell you that you will struggle with authorities and powers if you keep asking about weapons and violence. Really? Yes, that’s not welcome among the members of your committee. Thanks for the advice anyway. Even the forces you defeat will continue to harass you
