    Introduction

    The 101 Key Propositions and 95 Theses of these Introductory Statements on Grace-Based Justice represent the distillation of the key thoughts of James C. Waller in the series of unique volumes he has written on Grace-Based Justice for the 2017 commemoration of the 500th Anniversary of the Lutheran Reformation.

    These world-first volumes are meant to rectify a series of crucial theological and existential errors in the practice of Evangelical and Reformed Churches within mainstream Western Christendom. James Waller demonstrates how ongoing Reformation is being handcuffed by firstly The Church’s inability to understand the Cross as the divinely appointed catalyst not only for personal transformation but also for systems, structures, governances, and Justices. Mr. Waller draws out the crucial cognate conjunction, conjugal and co-relative connections between Grace-Based Justification and Grace-Based Justice, which were ignored and stalled at the Reformation, and have hampered Christianity and the advance of the Kingdom of God on earth ever since.

    Mr. Waller exposes the unthinking and foolish surrender of the Christian Churches to a deadly dualism that falsely bifurcates created and redeemed reality, that permits and endorses the totalitarian governmental sovereignty of secular only humanism, that has led to the gagging of God and Grace in the public arena: resulting in the unlawful and enforced separation of Jesus and Justification from Justice, and of God and Gospel from Governance and Gavel. This, Mr. Waller argues, amounts to a serious denial of the Sovereignty of Christ, being a covert and overt rejection of the cosmic implications of the Atonement of Christ for the redemption of the whole of the earth, demonstrating radical unbelief in the sufficiency of the Gospel and its Grace-Based Only Justice as the highest good of humanity—as realizable NOW progressively within history—and as providing the best possible empathic and sustainable Governance of God’s salvific good faith and goodwill for all of humanity.

    These works are also designed to provide the key theological and relational, doctrinal and practical groundwork, or the requisite New Covenant spiritual truth and fuel, for another more advanced radical ongoing reformation of Grace-Based Justice; with its accompanying revolution of God’s agape, unconditional love for all persons, governances and nations, irrespective of their personal and/or corporate sinful and criminal deserts. These magnum opus volumes on Grace-Based Justice provide the necessary theological justification, rich scriptural exposition, and prudential application for the Holy Spirit empowering, educating, and equipping of all believers in Christ to exercise their authority and to take up their responsibilities as prophets, priests, and ruling kings under God in Christ, instead of fobbing their responsibilities off or allowing them to be unlawfully co-opted by Church and State, onto mere human priestly and statist mediators of salvation, righteousness, and Justice.

    The imperative of the crucial nexus and inviolable New Covenant Bond between God’s costly Agape Love and Divine-Human analogical Justice is argued forcefully by James C. Waller; so that God’s Salvific and Righteous loving will can and will be done on earth as it is in Heaven, not just occasionally: nor merely by a minority, but as a ruling and exceptionally mature human civilization, that civilizes the surrounding Nations, and thus achieves the recognized and honored status of a prevailing universal Public testimony to Christ and His Jubilee Justice, by the human race at large, in this the Grace only modality of the Kingdom of God—and thus this side of the Second Coming!

    95 Theses

    (1) The Gospel of the one UNDIVIDED Kingdom of God and Gospel and Governance, through the Universally Binding New Covenant of Grace-Based ONLY Justification AND Justice, proclaims the present Kingdom of God on earth as now transcendent, immanent and regnant—with the LORD Jesus Christ as the ONLY Sovereign mediator between God and man and the highest Court of Appeal.

    (2) There is only One God and One undivided Kingdom of God on earth. There may be two "swords and two cities and two humanities, but there are not two wills or two laws of God, one for the State (the so-called rule of law), and another for The Church (Grace with Gospel Truth). There is only ONE Faith, One Justice, One Law of Love, One Lord, One Baptism, and One Kingdom. Christ’s Law of Liberty or Law of the Spirit of life" in Christ alone is for all and rules over all. This means that ALL authorities and ALL governances are BOTH Sacred AND Secular, or are Secular Rule cum Sacred Reign under God in Christ!

    (3) The LORD Jesus Christ is the NOW Reigning Absolute Sovereign over all of Heaven and all of the earth—possessing Merited and Rightful cosmic Authority and Regnant territorial Power over all persons, relationships, families, ethnicities, callings, and cultures; over all forms of politics, civics, public, governances, Justices, ethics, economies, futures, demons, diseases, and death.

    (4) Jesus Christ as LORD of ALL, has delegated and "gifted diverse and yet UNIFIED and UNIFYING separate sovereignties" to the Individual, Family, Churches, Business and the State, et al., as His faithful servants to exercise rightful Christlike, but only delimited authority.

    (5) These separate and several yet harmonious "authorities, powers and dominions" should be exercised UNDER the Lordship of Christ and with direct dependence on Christ; ruling in the power of the Spirit of Grace and TRUTH in Christ, and under the leadership of Christlike agape Love; governing, maturing and leading in their own separate spheres of natural and revealed knowledge, expertise, wisdom, and dominion.

    (6) These delegated and limited Divine-Human duties and responsibilities are to be discharged so as to intentionally, co-operatively, and prayerfully advance the furtherance of the GOOD NEWS of the Gospel, Governance, and "free-of-charge" Justice of the NOW Kingdom of God on earth, even besides, in and through the power of the State, though not coercively, and operated without undue influence, unreasonable interference, or unjust burden by the State.

    (7) In our Christian Constituted and now pluralistic society, this should require the State to provide a ready and reasonable access to a separate Christian "Free-of-charge" Justice Track to all criminal and other offenders; to be operated by The Churches of Christ, being made accessible for all comers, but especially for all who believe.

    (8) God has specially called and qualified His Church to do just that (1 Corinthians 6) and not just after the Second Coming of Christ, for we now possess all authority in Christ to Rule and Judge righteously. The Church of Christ certainly has both the Divine right and the human response-ability to operate a comprehensive Redemptive and Remedial Justice regime, inclusive of criminal Justice.

    (9) Jesus Christ has equipped His own Church (and the State indirectly) to serve the world with His Jubilee "Free-of-charge" to us, salvific, pardoning, liberating, reconciling and equalizing Relational Justice; for the greater good of humanity at large and for the Church of Christ in particular.

    (10) The State also is bound to exercise
