36465.pngMy good friend, Gary M., had mentioned, several times, that the El Cajon meeting had moved to a church high on the hill, overlooking the City of El Cajon and its surrounding mountains.
One warm Friday afternoon, Gary picked me up from my apartment in downtown San Diego, and we were off to a meeting at this new location in El Cajon, last of San Diego.
We arrived a little early, so I had time to check out the church grounds and that great view of the city below. I was struck by the surrounding mountains on the layout of the city below.
The whole setup strongly reminded me of a picture I had seen somewhere of the valley and mountains of the valley in Saudi Arabia where most of this oil comes from. El Cajon was incorporated as a city on November 12, 1912. It now has a population of close to 200,000.
Originally a Spanish Land Grant and until the 1930s was mostly agriculture farm country.
The city became a Charter City with a Mayor and five-member City Council. There was also an El Cajon Water Company, separate but tied to this city government. More about this a bit later. Two days after the El Cajon meeting, I was back and headed for the City Hall. I was directed to the basement of the City Clerk by one Fred.
I asked him What water rights are available for the City of El Cajon?
He replied, There are no water rights. They have never been created.
I casually asked: Can you create a certificate for all water rights,
trying to keep a straight face. Fred also casually, Why, yes, I suppose I can.
Me, How about mineral rights?
Fred casually replied, Same story; never created.
