The Port Management needs a turn around.
"The CEOs in all Indian Ports should support safe and effective usage of technologies.
Steps should be taken to update basic navigational and engineering skills. They should analyze risks, minimize it and implement digitally. Total Quality Management and Risk Management should be their routine job. They should be prepared to welcome ships with unmanned engine rooms. Port tragedies should enable them to gain experience and prevent recurrence of it" says a Maritime expert.
VDR data is needed after accidents. AIS and UTTS for collision avoidance is a must. Knowledge on Navigation Audit is needed to maintain the standard of Port.
"New design of Life Boat hooks will reduce accidents. All data required for smooth operation of a Port are not available. Further, presentation of data is confusing. So, totally Port Management needs a new look.
ESID, EVC Charts and PSC inspection are considered important for better functioning of ports and vessels operated there.
Ship operators should be encouraged to conduct Risk Assessment on board operations" says a naval officer.
Container Gate Transaction
Ports should have highly talented youths. Hence the government should support bright young professionals in leading universities and sea farer training institutions. Certification of Academic Institutions will produce qualified personals for Indian Ports. Work sharing is to be done by digital revolution.
The introduction of ERP system is a major turnaround in Indian ports for its sustainability. Now it is in existence in Vizakapattinam, Mangalore Port, VOC, Tutucorin Port, and Mormugao. The Port Community System to obtain seamless connectivity between various points is a master piece in major ports of India.
To avoid backlog in cargo evacuation, the introduction of Container Gate Transaction is of great importance.
Acquire Ships Overseas
Abatement of service tax from 50% to 60% is done now. With this change as per a budget only 40% of the value of service for transportation of goods by vessels will be subjected to levy of service tax.
Merchandise trade in India is low upto 42%, which has to be enhanced without delay as other countries have achieved 75%. 34 projects are on the anvil in major ports with Public Private Partnership mode with a huge investment of Rs.1150 crores. Up gradation of software applications in ports is a vital step for sustainability. The new government has generously framed a policy to encourage shipping enterprises in India to acquire ships overseas and flag them in India as per their whims and fancies. The government will not interfere in their decision making system with constraints like religion, caste and language.
Tax and Subsidy
The exemption of Customs and Excise Duty on bunker fuels utilized in Indian flag vessels for transportation of EXIM and empty containers are heartily welcomed by Port authorities.
