    THE ROLE OF HUMAN RESOURCES MANAGEMENT INTELLIGENCE IN STRATEGY SUCCESSES

    CASE STUDY: THE PRIVATE AND PUBLIC SECTORS OF CAMEROON.

    ABSTRACT

    This piece of work, entitled ‘THE ROLE OF HUMAN RESOURCES MANAGEMENT INTELLIGENCE IN STRATEGY SUCCESS’ has been conducted with case study in the private and public sectors of Cameroon. The aim of this study was to verify if the use of human resources management intelligence by decision-makers in Cameroon in the process of strategic decision making has any effect(s) on the outcome of these strategic plans. The study has been divided into five key chapters, excluding the preliminary and subsidiary pages. The scope of the study involved both the private and public sectors of Cameroon as key stakeholders in a successful economy. The study started with a look at the subject of business administration, an introduction to human resources management, and strategic planning, which are the key variables of concern. An introduction was then made to the case study, which is Cameroon. Reasonable literature relating to this subject of research has been reviewed in the second chapter of this research. These reviews constitute the secondary data, which, together with the primary data obtained through personal one-on-one interviews and questionnaire responses, gives the inputs for the data analysis phase of the project, which has been conducted in chapter four. The study methodology is found in the chapter three. This methodology chapter gives details on the methods used to collect the data which has been used in Chapter 4. The data that has been analyzed comes from primary data obtained through the responses of personal interviews and questionnaires. A sample of one hundred and twenty well experienced leaders in the field of strategic decision-making from all the domains of functionality in Cameroon were chosen to participate. It is through their sincere responses to the well-structured closed and open-ended questions that the information used in data analysis comes from. The results of the secondary data, which comes from existing work in the field of business and economics with a particular focus on Cameroon done by others, and the data analyzed from primary data obtained through the sampled leadership population are the information that has been used to satisfy the aim, the study objectives, the problem statement, and to test the research hypothesis. This study has provided some important findings, like how leaders in Cameroon, both in the private and public sectors who are involved in strategic decision-making use human resources management intelligence while making these decisions. It also revealed the kind of human resources information that is said to be used by these leaders. The level of understanding of the subject of human resources Management by the sampled leadership population in Cameroon and many other points are detailed in Chapter four. The research makes some proposals for best practices on quality human resources management information and intelligence, which will lead to better decision-making, and gives proposals for the evolution and better use of human resources intelligence for more efficiency and healthy realization of strategies that are enabled by human resources. conclusion and some important recommendations that will be helpful to the entire leadership population and, more especially, strategic decision-makers, irrespective of the sector of operation are also a core part of this work.

    FOREWORD

    It was a singular delight for me to read through all the pages of this research, entitled: THE ROLE OF HUMAN RESOURCES MANAGEMENT INTELLIGENCE IN STRATEGY SUCCESS with Case Study: The Private and Public Sectors of Cameroon. And on the author’s request, I am honored to pen this foreword. There is no gainsaying that this research conveys Dr. Etime Ajieh’s positive contribution to the vast, ever increasing, and highly relevant field of human resources management; carving out and sharpening his own unique niche on how to capitalize human resources management intelligence in both public and private arena in Cameroon, to increase staff motivation and enthusiasm for greater efficiency and higher quality of results. Human resources management (HRM) has generally been presented as the practice of recruiting, hiring, deploying, and managing an organization’s employees; or again, the process of managing people in an organization in a structured and thorough manner. In the sense of its general and all-englobing appeal to work environments, HRM acquires an omnipresence in every human venture serving as a silent compass and in some cases an unequivocal arbiter. In this research, Dr Etime takes the narrative a niche higher by probing the degree to which the public and private sectors in his native Cameroon buy-in to the rich and diversified spectrum of human resources management intelligence in strategic decision making. I was particularly impressed that through the five chapters of this publication, the author savvily digests complex technical human resources-related matter in a simple conversational style, bringing significant swathes of the publication to the level of a large majority of potential readers. I saw an extensive, rich and diversified review of literature, which spans related themes including (i) strengthening human resources for health through multi-sectoral approaches and leadership;(ii) Decentralization and spatial rural development planning; (iii) civil society and the search for development alternatives in Cameroon; (iv) developing a sustainable economy; (v) the human resources riddle; (vi) Regional balance and national integration in Cameroon; as well as (vii) Democracy, Governance and civic participation: youth involvement in civil society in Cameroon since 1990. Even more catchy is the integrated research approach crafted by the author, which plaits together in a single HRM-sensitive mold, qualitative survey techniques as seen in 4.1.1 of chapter four; and a demonstration of outcomes of numerical/quantitative analysis as in Fig; 17.

    In my view, one of the most appealing pages is chapter four where the author shares his vast knowledge of the context of HRM in Cameroon and wide personal experience as a public speaker on subject matter. He provides a set of 14 recommendations for a way-forward on how to capitalize human resources management intelligence for greater productivity in both the public and private sectors in Cameroon. This research is a must-read for every top manager in Cameroon and elsewhere; and a commendable companion to everyone with an interest in human resources management.
