Chapter 1

When he came out the yellow painted office building of Municipal Committee of Discipline Inspection and Supervision (MCDIS), GreatWave Yu strode forward to parking lot, entered silver gray small Toyota, drove out of the municipal compound, went directly to WakeGarden in suburb.

WakeGarden was a retention place to keep officials under investigation by MCDIS of Talent City, formerly it was called SS place—-at specified time and specified place to talk about one's own problem. For two months, as a deputy chief presiding work for 6th investigation department, he had stayed at the place all the time, and was in charge of investigation of case of Justice Zhang. This was first retention case in the city since the reform of supervision system, as the organization gave him the case, that meant it was not only trust but also trial to him. He dared not to relax a bit in his efforts, put all his efforts into the case, worked with special group of the case for sixty days, and the case was essentially ascertained now.

When he arrived in WakeGarden, he parked his car, then first went to room No. 16 at 2nd floor of building 8, put clothes from his home into the room, stooped down to wipe out of dust on his brown shoes with cloth, tidied his suit and necktie, stretched his chest, then went out to the building 4. He liked sports since childhood, took part in soccer, dash, fencing, and Taekwondo, liked to wear loose and comfortable sports clothes and Anta sports shoe. Since he took a job in MCDIS, due to change of his work status, he wore suits all the time in his work hour. Particularly in the process of interrogation, wearing suit was not only showing his respect to the person being investigated, but also demonstrating mental attitude of employees of MCDIS to the work. Due to his broad and muscular shoulders and chest, when he wore suits, he looked tall, dignified, and handsome.

It was not far away between building 4 and 8. There were nine buildings in the place, all were gray brick and green tile structure, spreading across the place. The tall ones were ten storey, the lower ones were just two to three storey. Buildings one to three were all three storey buildings for administration and logistic, buildings four to six were all two storey buildings for retention purpose, buildings seven to nine were all ten storey buildings, and were living quarters for officials and auxiliary policemen working in the place. He would always stay at room 8216 when he came to the place, as it was easy to memorize the number due to eight times two equals sixteen, and people wouldn't go to wrong place if they came to talk with him for business.

When he arrived building 4, i.e., the retention and interrogation building, he took out of a card to swipe at the door, then entered the yard. In order to ensure safety of retained people, the security was extremely strict, high walls were built around the building with barb wires at the top. One had to swipe to enter the yard, one had to go through facial recognition to enter the building. Everyone who entering and exiting the building would leave detailed trails.

When he entered the hall, he swiped his card to open gray iron door at east side, then went to second floor to office of special case group for Justice Zhang, members of the group including ContinualRiver Xi were already waiting him. After brief discussion of the case, GreatWaves Yu said to ContinualRiver Xi:＂Let's go to see Justice Zhang now.＂

They went to downstairs, returned to the lobby, gave cell phones and keys to the security guard, passed through security check by auxiliary police, then opened gray iron door at the west side, entered the corridor of retention area in first floor. They came to the door of retention room for Justice Zhang, the administrator of the building swiped his card to open the door for them, then they entered the room.

The retention room was about twenty square meters. There was a little corridor in the room, and a toilet room at the side of the corridor.The toilet room was open without door, there were a cushioned toilet, a washbasin, and a shower in the room. At the end of the corridor, there was a small window high on the wall, through the window, one could see green leaves of the outside. The wall was gray cushioned one embedded with the party flag and oath to become a member. Under the flag and oath, there were two high back leather chairs and one low back leather chair, all were gray. There was a long narrow table in front of the chairs, which were for officials and guardians. There was a  round table and round stool under the wall across the long narrow table, which would be used for the retained person to receive interrogation and write materials. There was a folding bed under the wall across the high window, which could be laid down or erected.

When GreatWave Yu and ContinualRiver Xi entered the room, Justice Zhang was taking a nap in the bed, the auxiliary police on guard shouted:＂Hurry to get up, Chief Yu and Head Xi have arrived.＂ Justice Zhang said:＂Yes, Yes, Yes.＂ He stood up, tidied the quilt, erected the bed  into the wall with the help of two auxiliary policemen on duty to guard him.

Two auxiliary policemen went out and locked the door, GreatWave Yu sat in the chair under the flag and oath, asked:＂Justice Zhang, are you well for  last two days?＂  Justice Zhang said:＂Fine, fine.＂, while scratching his white hairs, he took a seat on the round stool obediently.

It was very interesting to watch retained people, when they were free, their hairs were as black as ink, but once they were kept in the room, their hairs would turn into white at once, and  were not fit to see. Some would say they turned into white in one night due to their anxiety. In fact that was just an exasperation. For people who were in power, they were experienced, reached certain age, were not young anymore, thus it was normal to have white hairs. But they had to take care of their brilliant images in front of people, thus they would dye their hairs to wheedle themselves, and to appear more vigorous in front of their subordinates. Once they lost freedom, there was no way for them to dye their hairs, thus it was not strange that they would return to their natural condition.

＂Today we won't have formal talk with you, we will just have a chat, you just sit at the leather chair.＂ Before Justice Zhang could sit down at the round stool, GreatWave Yu signaled ContinualRiver Xi to push the low back leather chair to Justice Zhang. Justice Zhang sat down at the chair obediently, put his hands on his legs, looked at GreatWave Yu with gratitude. GreatWave Yu said:＂Your case will be transferred to Prosecutor's Office, do you have anything else to tell us?＂ Justice Zhang said:＂ There is nothing more to say. I have already confessed what I know.＂

GreatWave Yu looked at him coldly, said:＂I don't intend to force you to confess anything as you still have old parents and young child, your couple have both been retained. If you have done any meritorious deed, they must be good to your dependents.＂ Justice Zhang sighed, and said:＂ We have to blame ourselves for being bribed, take what we have sowed, bear the consequence of the destruction of our good family.＂

GreatWave Yu had listened these words of his for over a dozen times, his ears had already gotten used these words, said:＂ You had better to think more, when you remember something, just tell the special group, the group will report to the organization to get leniency for you.＂

Justice Zhang seemed to understand the implication, said:＂I have stayed for two months here, gone over my life repeatedly, couldn't remember anything  which I am still concealing from the organization.＂ GreatWave Yu said:＂You deserve to receive punishment for what you have done, and you are not being wronged for a bit. But your wife is different, though she has received the bribes, the origin of the sin is from you. If you haven't broken the laws, how could she come to this end? In order to lessen the crimes of your wife, you should try to recall more things.＂

Justice Zhang was full of tears in his eyes, slapped his cheek by himself, while wailing, said:＂ I feel sorry for my wife, who support the family with hard works, but due to my fault, she is implicated and loses her freedom. I could only pay back the debt I owed to her in my next life.＂

GreatWave Yu changed a stern expression, shouted:＂Do we have next life? If you couldn't pay your debt in this life, how could anyone expect you pay back in next life, don't you try to evade your responsibility?＂ GreatWave Yu said:＂Furthermore, your son has suffered a lot through you.＂

When he heard about his son, Justice Zhang stood up unconsciously, asked hurriedly:＂Director Yu, please tell me, what's wrong with my son?＂

ContinualRiver Xi pointed at Justice Zhang, said:＂Justice Zhang, take your seat.＂Justice Zhang was looking at GreatWave Yu, and had not intention to sit down. GreatWave Yu said: ＂Your son has been hospitalized due to accident.＂ Justice Zhang suddenly rushed forward, took hands of GreatWave Yu in his, shook forcefully, said:＂Director Yu, please tell me, what's wrong with my son, he is admitted in which hospital, is his condition serious?＂

How could it not be serious? He nearly died of the fall. GreatWave Yu thought to himself, wanted to get Justice Zhang off him, but the snatch was too powerful for him to release the hands. It was ContinualRiver Xi came forward to help to pull away Justice Zhang, and pushed him back to the chair. GreatWave Yu said:＂You just think about it, if not serious, how could he be hospitalized. But doctor said he is not in critical condition.＂

＂My son, my son, I am sorry for you!＂ Justice Zhang cried sadly in a loud voice, said:＂ My son, your dad doesn't want to live for one more day. When you get out of hospital, you come to hand a knife to help me to end my life to offer apology to you and  organization!＂

GreatWave Yu thought the conversation should have achieved its effect, pressed the intercom to call the auxiliary policemen in, then left with ContinualRiver Xi from the room and the building, went to 8216.

As soon as they entered the room, before they take seats, ContinualRiver Xi said:＂It seems that Chief wants to offer a hand to Justice Zhang.＂ GreatWave Yu said:＂None could help Justice Zhang but himself.＂ ContinualRiver Xi said:＂Do you think he still has concealed something?＂ GreatWave Yu said with a smile:＂Justice Zhang has been working in state-owned enterprise for dozens years, experienced a lot of rising and falling of people, and known well about subtleties. Though he has been retained, he has confessed major things, I still think he has not confessed all the things in order to cover up his accomplices and keep a way out for himself.＂ ContinualRiver Xi said:＂I have same feeling too. Nevertheless how could we let him open his mouth?＂

＂Maybe this letter might have some effect.＂ GreatWave Yu took out of a letter, handed to ContinualRiver Xi.

Justice Zhang was the secretary and president of steel import and export group company of Talent City(Talent Steel Group), in order to improve performance data, the company had cooperated in trading nonferrous metals with OverseaGold Trading Company. The cooperation got the group company deeply involved, but the group had not followed related rules, just did perfunctory due diligence regarding credits, risk assessment and control of OverseaGold Trading Company, didn't pay enough attention to the company. The OverseaGold Company began to carry out large scale financial fraud under the name of Talent Steel Group, more than a dozen financial institutions in Talent City were implicated in the scandal. Nevertheless a fire couldn't be wrapped in a piece paper, the capital chain of OverseaGold Trading Company was broken, Talent Steel Group incurred a financial loss around 5 billions, and the financial institutions had suffered heavy losses too.

Due to the seriousness of the case, police, prosecutor, national asset supervision committee, discipline inspection and supervision committee had carried out their own investigations. Before the reform of supervision system, the law stipulated that prosecutor's office had no rights to investigate the negligence and malfeasance of employees of State-Owned Enterprises, it was under jurisdiction of police. Unfortunately police had experiences in investigations involved in economic and criminal activities, they had little experience involved in negligence and malfeasance, lacked necessary manpower to conduct investigation, thus they could only focus their attention of financial fraud of OverseaGold Company. Thus people involved in the case were doing their own investigation without coordination and sharing relevant information, they just kept the information to themselves. Though Justice Zhang was relieved from his post by National Asset Supervision Committee, no compulsory measure was taken against him. There were a lot of rumors spreading among people that Justice Zhang had strong and powerful protection power, and he had escaped punishment.

Since 19th party congress, the central committee had determined the direction of reform of supervision system, adhered to the principle the party must be supervised by the party, developed new system of supervision, integrated discipline inspection and supervision systems into one system to carry out its duty related to administrative supervision, prevention against corruption, and crackdown against corruption by prosecutor's office and related departments before, thus effectively solved problems like the limits of jurisdiction, dispersion of manpower and incoherence of discipline and supervision, and optimized relevant resources. Thus the jurisdiction of job-related crimes such as negligence and malfeasance which formerly was under jurisdiction of police was transferred to Discipline Inspection and Supervision Committee, patched the holes within the system, solved the problems of lacking coordination and doing their jobs among various departments. Under such macro background, the  MCDIS of Talent City was founded, as soon as the MCDIS of the city was formed, special group for the case was developed, Justice Zhang was put under retention, and relevant investigation was duly being carried out.

Due to the seriousness of the case as it was first case of retention, Municipal Committee and MCDIS paid special attention to the case. It was a bit difficult to choose right person for the case. Sixth Investigation Department had been involved in investigation about Talent Steel Group and OverseaGold Trading Company, it was convenient and easy for the department to take care of the case, but the chief of the department had to retire due to his age, it might be difficult to solve the case if the work was put under supervision of GreatWave Yu, deputy chief of the department, who was temporarily presiding the work of the department. But Director of MCDIS ForVirtue Zeng thought GreatWave Yu was capable of taking the responsibility, after careful consideration, and approval of Municipal Committee Secretary LongMarch Liao, the case was resolutely put on the shoulder of GreatWave Yu. GreatWave Yu lived up to expectations of people, with the members of special case, had completed investigations of essential facts regarding negligence and malfeasance of the case in two months with much efforts and hard works. But he still thought that the case had not been finished yet, Justice Zhang was still concealing something.

Just as GreatWave Yu was thinking about how to get more information from Justice Zhang, an accident happened in the Zhang's family. After retention of Justice Zhang and his wife, their only son was ridiculed and bullied by his classmates, couldn't think it through, chose to jump off the building to end his life. It was lucky that the building was only three-storey building, he was prevented in his falling process by a laurel tree to some extent, thus got only one broken leg without endangering his life. Upon hearing the accident, ForVirtue Zeng told GreatWave Yu to show their cares to his son. Thus during the interval to report the case to MCDIS, GreatWave Yu particularly went to hospital to visit the son.

In front of the bed of the son, there was a white haired old man, of course it was his grandpa. When he was investigating the case of Justice Zhang, GreatWave Yu had done background check of Zhang's family. The grandma died early, the grandpa didn't get married again to take care of their son and daughter. Children from poor family understood hardships very early, Justice Zhang studied very hard, his score was excellent all the time. In order to support his study, his sister quit her school very earlier, worked to help her father to support the family, overworked her body, died in shaky thatched cottage as they couldn't afford to get her treated in hospital. Because of his poor family status, when Justice Zhang was employed by  Talent Steel Group, he cherished the opportunity, worked very hard, became Secretary and President of the company from a technician one step by another. But with the expanding power in his hand, Justice Zhang forgot his beginning, took the company as his own world, monopolized the power, acted unscrupulously, was bought over by OverseaGold Trading Company at last, incurred irrecoverable loss to national asset and state. His wife was his accomplice to receive bribes from the company, thus the couple were retained for their crimes, his son was ridiculed and chided by his classmates, thus took a foolish action and chose to jump off from the building.

When he arrived in the ward, stood in front of the bed, GreatWave Yu said he was one of the colleagues of Justice Zhang. As Justice Zhang was a leader of State-Owned Enterprise, it was right to say he was his colleague. Grandpa didn't know the thing, glimpsed blankly at him, gave a space to let him sit. GreatWave Yu sat on a square stool, watched the son who was receiving IV fluid, then asked the nurse about the son's condition as she came into the room to change the IV bottle, then took out eight hundred RMB from his pocket, handed over to Grandpa who declined several times, then accepted the money with thanks and asked name of GreatWave Yu. GreatWave Yu didn't give his real name, offered several comforting words, then left the ward after goodbye.

Later Grandpa Zhang got to know his identity, went to the yellow building of MCDIS to express his thanks, blamed himself for having nurtured a unworthy son, and shamed the organization. He took out an envelope from his pocket with his shaking hand, said it was written by his grandson to his son, told him to confess all his problems to get leniency. GreatWave Zhang took the letter, promised to hand it over to Justice Zhang as soon as possible, believed with the urge of the grandpa and his grandson, Justice Zhang would cooperate with the organization to speak out his problems with new understanding.

That was the origin of the letter. ContinualRiver Xi took out of the letter from the envelope, the handwriting was neat, words were incisive and sincere, he thought to himself, man had same kind of feeling, when Justice Zhang read the letter, he might be touched somehow, thus confess what he had not told so far.

In next day, ContinualRiver Xi and one member of the group AutumnBirth Tong went into the retention room of Justice Zhang. Justice Zhang hurriedly stood up and wanted to erect the bed, ContinualRiver Xi pressed him down to the bed, moved the small round stool forward, sat across of him, said: ＂ Your case is essentially clear. I am not here to interrogate you, just come to see you to have a chat.＂

Justice Zhang wanted to stand up again, said:＂The small round stool is reserved for me, you couldn't sit on it even for a chat.＂ ContinualRiver Xi pointed to the long narrow table, said with a smile:＂When the members of the case sit under the flag and oath, they will represent the party and people to talk with the retained person, thus the retained person has to sit on the small round stool under the wall across them. Right now I come to have a chat with you, the stool is merely a sitting tool, there is no difference who sit on it.＂ Justice Zhang said:＂Head Xi is generous, I am really ashamed of myself.＂

After several casual talks, ContinualRiver Xi changed his tone of talk, said:＂Justice Zhang, you are lucky to have good leaders like Secretary Zeng and Director Yu.＂ Justice Zhang said:＂Yes, yes, yes, Secretary Zeng and Director Yu's goodness have given me a new lease to life.＂ ContinualRiver Xi said:＂You just cannot say it is a new lease to life, but Secretary Zeng and Director Yu have treated you as a friend, but you still hide something from the group, you really shouldn't do such kind of thing.＂

Justice Zhang raised his right hand, swore:＂If I hide anything from the special group, I will be stricken by lightning.＂ ContinualRiver Xi said with a smile:＂ Right now the lightning protection is very good, no matter in the retention building, or in prison, it will be very difficult for you to be stricken by lightning.＂ Justice Zhang said:＂ I have already made my confession, and repeated my confession for several times.＂

＂I wish what you just said is true.＂  It seemed that ContinualRiver Xi suddenly remembered something, ＂I almost forget to tell you, your son has written a letter to you, do you want to read now?＂ Justice Zhang suddenly stood up, said:＂Of course, of course, where is the letter? Where is the letter?＂ ContinualRiver Xi said:＂I have the letter.＂ Justice Zhang said hurriedly:＂Head Xi,  please let me read the letter.＂

ContinualRiver Xi looked at AutumnBirth Tong who took a bag on the long narrow table, and handed it to ContinuralRiver Xi. ContinualRiver Xi opened the bag, took out an envelope, put it in the hand of Justice Zhang. Justice Zhang's hands were trembling, he just couldn't get the letter out the envelope with much effort for a while. ContinualRiver Xi had to take the envelope back, took out the letter, handed it to Justice Zhang.

Juststice Zhang read the letter like a hungry man was taking his food or a thirty man was drinking his water. After reading for a while, tears were rolling out of his eyes and covering his cheeks. His son told him that when they were arrested, he felt very dispirited, plus he was bullied by his classmates, thus wanted to end his life by jumping off from the top of the building, but didn't die in the process, was sent to the hospital, treated and cared by doctors, nurses and unknown people, therefore he regained the hope to continue his life. Director Yu of MCDIS went to hospital to visit him, gave his care and encouragement, left eight hundred when he left the hospital to them, which made him feel warmth, strengthen his courage and belief further to continue his life. When he wrote the letter to him, he hoped his dad would cooperate with the special group, talked all his things clearly, strove to get leniency, served his term, got back to the home as soon as possible to reunite with his family, thus enjoyed his late life.

Upon finishing the letter, Justice Zhang sat there blankly for a while, then murmured:＂I have to see Director Yu, I have to see Director Yu.＂ContinualRiver Xi asked:＂What for to see Director Yu?＂ Justice Zhang said:＂ I have something to tell him.＂

In the afternoon when GreatWave Yu and ContinualRiver Xi entered the retention room, Justice Zhang suddenly knelt down on the ground, snatched his hairs, said:＂Director Yu, I am sorry, you have educated me, salvaged me, paid special attention to my son, I don't know which is more important, have tried to conceal something from you, and to deceive you.＂ GreatWave Yu got him up from the floor, said:＂ It is still in time to make confession.＂

Justice Zhang sat on the small round stool, confessed one person: TrustYouth Cao.

TrustYouth Cao? How could it be TrustYouth Cao? GreatWave Yu's heart apex was raised a bit without reason, it seemed that the heart didn't want to hear the name. As to the reason of this particular feeling, GreatWave Yu just couldn't understand.

In fact, GreatWave Yu didn't have any relationship with TrustYouth Cao, they were neither friend, fellow townsman, nor classmates, colleagues. They even never took  a meeting , had a dinner, played cards together. They met for several times, exchanged no more than thirty sentences altogether. Then why when he heard the name of TrustYouth Cao, he felt a bit flustered in his mood?

GreatWave Yu still remembered the first time when he met TrustYouth Cao. At that time, there was a case of 6th Investigation Department which needed to go through the procedure in a hurry, GreatWave Yu went to the municipal committee building to get signature for ForVirtue Zeng. ForVirtue Zeng was taking part into an expanded meeting for standing committee members, non-participants were not allowed to enter into the room, thus secretary on duty for the committee ushered him to next room to wait.

There was none in the room. GreatWave Yu chose a seat at the side of the window, looked askance out of the window. There were several ginkgo trees, golden colored leaves of the trees were rustling in wind, occasionally one or two leaves would come off the trees and were whirling down to ground like yellow butterflies.There were a lot of cars parking in the ground, the leaves stayed at the top of many cars, afternoon sun was shining lazily on the tops of the cars. GreatWave Yu suddenly felt he went back to the ginkgo forest outside the normal university, where his golden colored first love started and stayed.

While he was thinking randomly, the door of waiting room opened, one man entered the room. GreatWave Yu turned to look, saw a middle aged man, it seemed that he was four to five years old than him. The face of the man was swarthy with a bit reddish, with thick eyebrows, incisive looks which seemed to be able to see through people. People with such kind of looks usually were smart, resolute,  men of their words. In official language, they had high executive ability. Behind incisive look there was pure gentleness, which made GreatWave Yu feel close to him, thus smiled to him. The man chose a seat a bit off across him, asked:＂Brother, you are also waiting to be summoned?＂

GreatWave Yu thought the words of the man were interesting, asked in reply:＂How do you know?＂ The man said:＂ I am TrustYouth Cao, President of Economic Development Co. Ltd of Talent City(Talent Economic Development Company), there are some works needing to be approved by the committee,in a short time it's my turn to report to them. Therefore I guess brother is not coming here to just have a rest.＂

Talent Economic Development Company was famous company under control of municipal government, of course GreatWave Yu knew the company, and knew his name, but as official of MCDIS, he worked usually for cases, didn't have many contacts with other people unrelated to his job, never met the man before. GreatWave Yu exchanged pleasantries, told his own name and work unit. TrustYouth Cao stretched his hand, said with a smile:＂I heard that anyone who shake the hand of official of MCDIS would tremble all over his body, today I want to have a try whether I will shake too.＂

＂President Cao, you do your job according to law, how could you tremble?＂ GreatWave Cao raised his hand, shook with his, felt his hand was very warm and forceful, wanted to keep the shake a bit longer. TrustYouth Cao didn't want to release his hand, looked GreatWave Yu carefully, asked his age. They exchanged their ages, it really confirmed his guess, TrustYouth Cao was four years older than him.

At the moment, the door was opened, the secretary called TrustYouth Cao to take part in the meeting. TrustYouth Cao released his hand, turned to go outside, just before he left the door, he turned and said:＂Brother, see you.＂

After the meeting, they met several times in various occasions, they would always greet each other, shake hands. The relationship just went this far, thus even it couldn't be recognized as a relationship on speaking term. But it was strange that every time when GreatWave Yu saw TrustYouth Cao, there would be a unique and close feeling welling out of his heart, then he hoped he would see him again in somewhere next time.

GreatWave Yu didn't expect that Justice Zhang would mention the name of TrustYouth Cao. As to the special identity of TrustYouth Cao, the lead of course couldn't be passed without check, and he had to report to the leader of MCDIS. GreatWave Yu took out his cell phone, found the number of ForVirtue Zeng, dialed his number. ForVirtue Zeng declined his call, sent a message that Provincial Inspection and Survey Group was feeding back the information regarding Talent Economic Development Company, and would contact later.

Until in the evening, GreatWave Yu got the call from ForVirtue Zeng, asked what's the matter. When he heard GreaWave Yu said Justice Zhang mentioned TrustYouth Cao, ForVirtue Zeng paid high attention, said:＂I would arrange time to listen your report as soon as possible. Have you reported to Comrade ValorFortitude Chen yet?＂ GreatWave Yu did not answer the question directly, said:＂TrustYouth Cao is a favorite person for the government, we only have lead from Justice Zhang, isn't it better to let fewer people to know the thing?＂ ForVirtue Zeng said:＂Your thinking is right, TrustYouth Cao is not an ordinary person, we have to treat it cautiously. Nevertheless, it's much better you report to Comrade ValorFortitude Chen first, let him report to me, then let him preside the meeting, which might be more appropriate.＂

ForVirtue Zeng was an experienced official involved in discipline inspection and supervision. He had superb political ability with strong skill in solving relevant cases, had been Secretary of County Discipline Inspection and Supervision Committee, Secretaries for County and City, was promoted to Standing Committee Member, Secretary of MCDIS concurrent with Director, Department of Supervision at governmental side. Talent City was provincial capital of TalentSea Province, the responsibility of MCDIS was huge in constructing and developing of party discipline, in finding and punishing corruption. Any problem found might cause huge repercussion in whole city, even whole province. That Provincial Committee gave him the responsibility to lead MCDIS was due to his quality and talent, he never relaxed a bit in his work, would always follow principles and regulations, carry out his duty carefully and cautiously, never let the organization down for its decision. As to specific case of TrustYouth Cao, he was a favorite manager for economic development of the city to municipal and provincial leaders, his problem couldn't be taken lightly, and treated carelessly. Thus he enjoined GreatWave Yu to report to ValorCourage Chen, standing committee member, deputy secretary and director of MCDIS, let him preside the meeting to develop strategy about the issue.

GreatWave Yu understood the meaning of ForVirtue Zeng, immediately reported the new lead from Justice Zhang to ValorCourage Chen. Three days later, GreatWave Yu received a call from ValorCourage Chen, ordered him and ContinualRiver Xi to come back immediately to the office building of MCDIS to discuss the lead regarding to TrustYouth Cao. GreatWave Yu and ContinualRiver Xi hurriedly drove back to the yellow office building, waited at No.1 conference room. As soon as they took seats, ForVirtue Zeng entered the room with his mug.

ForVirtue Zeng was fifty something with cold and penetrating look, closed mouth, rarely smiled. He caused awe-inspiring  feeling among his young colleagues who all were afraid of him. Often when they were chatting lively while waiting for elevator, after they saw him, all immediately shut their mouth, and dared not breath loudly. Only GreatWave Yu knew his outside coldness and inside warmth well, would actively greet him, tell some jokes to regulate atmosphere. ForVirtue Zeng would smile, said some humorous words. But all other people still dared not to speak, all thought the smile of ForVirtue Zeng was serious and deep.

After ForVirtue Zeng entered the room, ValorCourage Chen nearly followed at his heel. ContinualRIver Xi took out his pen and notebook, was ready to take down instructions of the leaders. ForVirtue Zeng never beat around the bush, would always go directly to the point, thus said directly:＂ Comrade GreatWave, you go ahead to report the lead confessed by Justice Zhang.＂

Though his tone was calm and mild, the logic of speech of ForVirtue Zeng was strict. For example, he omitted GreatWave Yu's family name, just called his given name, with comrade added, it seemed the call was not only serious, but also close as this was work occasion. When they talked in phone or in private, he would omit comrade, thus it seemed that to him there were differences between work and private relationships. GreatWave Yu knew the nuance of the calls, felt comfortable, began to report:＂ After repeated persuasion of the special case group, Justice Zhang gradually improved his understanding, actively confessed the lead related to TrustYouth Cao. OverseaGold Trading Company had been financed by TrustYouth Cao through help of Justice Zhang. TrustYouth Cao was very sensitive to the problem of the trading company, thus took out of all his money including capital and interest before the capital chain was broken in the trading company, earned a lot of money in the process. As to specifics, it has already written down in the record of conversation with Justice Zhang.＂

Upon hearing the words, ContinualRiver Xi put down his pen, took out a record with signature and fingerprints of Justice Zhang, put down in front of ForVirtue Zeng. ForVirtue Zeng just flipped through casually, then handed to ValorCourage Chen, asked him to read about it. Then he took several papers from his bag, handed them to GreatWave Yu:＂These are materials left by Provincial Inspection and Survey Group several days ago, Comrade GreatWave should have a careful look.＂

They were also leads related to TrustYouth Cao. TrustYouth Cao had presided Talent Economic Development Company for over ten years, there were many big projects in city developed by the company, he also managed to get the company to be listed in stock exchange market with total asset over one hundred billions. When one was capable, able, hard-working, and successful, then he naturally would draw attentions to himself. During the period of Provincial Inspection and Survey Group stationing in Talent City, the group received several complaints regarding to violations of eight regulations of the Central Committee, abuse of the power, involvement of profit sharing with OverseaGold Trading Company, involvement of huge bribe and inside trading of stock. The group paid particular attention to the case, before they left the city, they left the leads to MCDIS and asked MCDIS to handle.

It was not strange that ForVirtue Zeng didn't accept his call in the day, sent him a message that he was talking with the group, and it was related to TrustYouth Cao. GreatWave Yu flipped through the materials, raised his head, said:＂ The materials left by the group was same with the part confessed by Justice Zhang, how about to bind them together to give comprehensive research, thus carry out preliminary confirmatory check against TrustYouth Cao?＂

＂Whether to carrying out preliminary confirmatory check against TrustYouth Cao, we need to get approvals from Provincial Discipline Inspection and Supervision Committee and Municipal Secretary Comrade LongMarch Liao,＂ ForVirtue Zeng said with specific instruction. ＂ I think we should do this way, let case registration department first register the confession material provided by Justice Zhang and materials left by the group according to the relevant procedure, after we get instructions from Provincial Committee and Secretary LongMarch Liao, then let's take next move. Nevertheless Justice Zhang makes active confession regarding major lead, which should be notified to Prosecutor's office when the case is transferred them and ask for his lenient treatment.＂

GreatWave Yu took the opportunity to report the situation of the son of Justice Zhang, said:＂Justice Wang deserves to be punished, whether he would get lenient treatment is a secondary question, but his son is still a minor. As his parents are not at his side, he might have some other accidents in future. How about to let his wife come out first, thus we might save the family from break-down.＂ ForVirtue Zeng asked ValorCourage Chen:＂What's your opinion, Old Chen?＂ ValorCourage Chen said:＂ His son is worth to sympathize, but it's his fault  to have that kind of parents who have broken laws? We probably could do nothing to help him.＂

GreatWave Yu wanted to refute ValorCourage Chen, but didn't want to offend his leader, thus said in a sad voice:＂I went to the hospital to visit his son, the son is really pitiable. Furthermore, the child hasn't made any mistake, shouldn't shoulder responsibility for his parents' crimes. If possible, we should offer our help as best as we can, thus may make us who are involved in the case feel a bit easy.＂ ValorCourage Chen said:＂Comrade GreatWave Yu, why you adopt such kind of attitude like a woman, if everyone acts like you, then who will uphold justice and punish corruption in future?＂

GreatWave Yu couldn't hold it up any longer, suddenly stood up, wanted to refute ValorCourage Chen. ForVirtue Zeng hurriedly raised his hand and pressed it down, said:＂GreatWave, you shouldn't get excited, let's just talk it slowly.＂

When he heard ForVirtue Zeng omitted the comrade, GreatWave Yu felt warmth in his heart, half of his anger disappeared, then sat down in the chair. ForVirtue Zeng said:＂Comrade ValorCourage is right, for corrupted official, they should receive their due punishments, and  be punished according to the laws. As to Justice Zhang, he could repent his problems sincerely, and has done meritorious deeds, the organization definitely will acknowledge that. The thing is easy to take care of, when you transfer the case to Prosecutor's Office, GreatWave, you guys should have good talk with them, ask them to take into consideration of the opinion of MCDIS as possibly as they can.＂

As the attitude of the No. 1 person was clear, GreatWave Yu couldn't say anything further, just said they would organize the case files, complete necessary procedures, transfer the case to Prosecutor's Office as soon as possible. Not long after, the transfer procedure was completed, the couple of Justice Zhang were put under arrest by Law Enforcement Institutions, the retention procedure was automatically dissolved. MCDIS had provided their opinions regarding lenient treatment for the case, the law enforcement institutions had given full consideration of the opinions, his wife was released through undertaking recognizance upon bail, let her return to the side of their son, then she received  sentence in suspension, thus needed not to serve in prison. Justice Zhang got 15 years and was sent to prison to serve his sentence.

Chapter 2

GreatWave Yu, ContinualRiver Xi and other members of the special case group had already left WakeGarden, and returned to work in MCDIS. GreatWave Yu remembered the problem related to TrustYouth Cao, he went to copyist room to find the attitude of Provincial Discipline Inspection and Supervision Committee and Municipal Committee. But the room was locked, ForVirtue Zeng was presiding a meeting for secretaries of the MCDIS in small meeting room. The main purpose of the meeting was regarding to personnel change, including chief for 6 th Investigation Department. After the retirement of chief of the department, GreatWave Yu was presiding the work, ForVirtue Zeng wanted to promote him, unexpectedly someone was against his promotion, thought one experienced deputy director from department against negligence and malfeasance of Prosecutor's Office who was transferred to MCDIS had no better place to go, and should be sent to the department as a chief, thus to stabilize the morale of transferred officials, as to GreatWave Yu, he was still young, he would be promoted in future when time was appropriate.

Before ForVirtue Zeng was able to speak, ValorCourage Chen said hurriedly:＂From an objective and fair position, the cadres of Discipline Inspection and Prosecutor's Office have their own advantages. Cadres of Discipline Inspection have good political quality, are good at managing various conflicts, coordinating various relationships, cadres from Prosecutor's Office have good legal consciousness, and skills to solve cases. As the 6th Investigation Department is mainly responsible for corruption case, it is much better to have a chief transferred from Prosecutor's Office, thus let him play significant roles for his expertise, contribute more to fight corruption.＂ Someone immediately refuted:＂GreatWave Yu is an experienced expert in the committee, has grown up in the committee step by step. If due to cadre transfer from Prosecutor's Office, let him stay in his position without promotion, it is not only unfair to him, but also disappointing for cadres from Discipline Inspection.＂

Several deputy secretaries were arguing with each other, and no consensus could be reached for the position. ForVirtue Zeng was not a bit haste, suggested that let the department maintain status quo for the time being, still let GreatWave Yu preside all the work of the department as deputy chief.

GreatWave Yu feet dispirited by the result. He had worked in Discipline Inspection for more than twenty years, been deputy director for seven to eight years, been well recognized for his ability. When he was presiding the work of 6th Investigation department, the case of Justice Zhang had been solved, which had been witnessed and praised by relevant people. It was right time to be promoted to chief position. Who knew the thing would be prevented by ValorCourage Chen, it was difficult for GreatWave Yu not to have some hard feeling.

With grudge, he couldn't work as hard as before. In the morning of the day, he came to his office, didn't have any mood to work, just got out of the compound of municipal committee to have a walk. Then he remembered that he didn't see SayIce Xia for a while, thus wanted to visit him. SayIce Xia was his classmate of high school, they sat at the same desk twice in the school. The guy had a studio in LookFairy residential area, which was not far from the compound, less than 30 minutes by walk.

LookFairy residential area was not very big, the security was not that strict, when they saw GreatWave Yu was not like a bad guy, they just allowed him to enter the area without much questioning. The studio of SayIce Xia was located at second floor of the central building of the area. There were several old camphor trees outside the studio. When he saw the trees, he heard the sound of heptachord flying out of among the leaves of the trees, like a morning mist of sea, which just lingered around for a long time.

GreatWave Yu knew the name of the music of heptachord played by SayIce Xia called No Gullible Gull. No Gullible Gull was a name of ancient tune, was from one of  fable stories of Lieh Tzu. In the story there was a fisherman who liked gray heron and egret, every time when he went out to fish, hundreds of herons and egrets would fly and frolic around him, he and the birds enjoyed to have each other around. Upon hearing that, the father of the fisherman told to him that as gray heron and egret all liked to have fun with you, you just caught several of them, took them back to let me have fun too. In next morning when the fisherman went out to catch fish again, the birds were just flying around him but not standing near him like before.

Not gullible was a word from Taoism, which persuaded people should give up deceiving and calculating, and enjoy life without fame and wealth. Guangxi Chu of Tang Dynasty said in a poem: Enlightened man will enjoy the whole world, thus he would forget deceiving and calculating. Bai Li of Tang Dynasty said in a poem: When I get drunk the host is very glad, as both of us forget deceiving and calculating. The wise think that when one is thinking about deceiving and calculating, material things will get away from him, when one is suspecting, friendship will become estranged. If man could forget calculation, birds wouldn't suspect; as soon as man start to deceive and calculate, the birds would fly away. One could deceive other people, but one couldn't deceive God above. As soon as one thinks about to deceive, God would know one's intention at once. The wise man would act according to the general thinking of the mass without deceiving.

Musicians in Ming and Qing Dynasties were moved by the fable, composed the music for heptachord which was widely played and received. The music is full of happy and contented life, has deep meaning for listener to think over, when one hears the music, one would see the sun rising and setting in sea, wide river in sunset, flocks of birds are flying around with wide spread wings, the scene is so beautiful, peaceful, and calm, one would give up struggle for worldly things when one sees that kind of scene, and enjoy his life in such a fashion.

While hearing the music of heptichord, GreatWave Yu came to the door of the studio. Though it was studio, in fact it was an ordinary apartment for business and living. He knocked several times at the door with force. The music stopped, SayIce Xia came to open the door, when he saw GreatWave Yu, he stared at him once, murmured:＂Why you don't go to catch corrupted officials and come to my place?＂

GreatWave Yu showed his ID, pushed him away, entered the room. SayIce Xia said:＂Do you really treat me as a suspect?＂ GreatWave Yu said:＂ I want to check whether the corrupted female official I want to catch and her illicit money are hiding in your place. If she and the money are here, then I will lock you up too, you all are to be sent to WakeGarden, thus I will have plenty of time to manage you.＂ SayIce Xia couldn't help but burst into laughter, said:＂I am just a citizen for nothing, how can I have the privilege to stay in WakeGarden?＂ GreatWave Yu said:＂So long as you are implicated with corrupted officials, you will definitely have the right.＂

While they both were joking and laughing, someone pushed the door open and entered the room. It was a girl over twenty, she took two plastic bags in her hands, one was with fresh meat, pepper, ginger, green scallion and vegetables, one was with soy bean soup, boiled egg and steamed stuffed small bun. When she saw GreatWave Yu, without waiting introduction by SayIce Xia, said with a smile:＂This must be Brother Wave.＂

GreatWave Yu never saw the girl before, how could she know me? Before GreatWave Yu could respond, the girl handed the bags to SayIce Xia, said:＂These are your breakfast, just take it now as they are still  hot.＂ Then went to kitchen, before she entered the kitchen, turned and smiled at GreatWave Yu,  said:＂I am a distant relative of distant relative of Brother Ice, my name RoadSnow Lin, Brother Wave can call me Linlin, RoadRoad, SnowSnow as you like.＂

RoadSnow Lin appeared again with one cup of tea, and a fruit plate. The cup was still steaming, the cherry in the plate was still shining with trace of water, as she just washed them. When GreatWave Yu visited the place before, there were no traces of tea and fruit, maybe this RoadSnow Lin had already become the hostess of the room? But there was twenty years difference in age, which might not be a match. But right now it was in vogue for old man to have a young wife, though it appeared a bit dim-witted on surface, SayIce Xia was a composer who was naturally romantic.

RoadSnow Lin put the tea and fruit on the tea table in front of GreatWave Yu, said:＂Brother Ice often makes a display to me about having an official Brother Wave, said you are classmates and were sitting at the same desk. I have already stayed in the place for two months, not seen many friends of his. Today I see Brother Wave looks like an official, thus I even needn't to guess to know who you are. Officials working government institutions have regular life, not like Brother Ice who doesn't sleep, wake, eat, drink at appropriate time. I believe Brother Wave has already taken your breakfast, you just drink the ordinary tea, take some cherry to help your digestion.＂

Since RoadSnow Lin entered the room with breakfast, she was walking back and forth, talking without stop. Nevertheless GreatWave Yu liked her liveliness, if a young girl was reticent without word and with assumed seriousness, it might cause people to be wary about her and take necessary preventive measures. As she was so hospitable, GreatWave Yu had to give appropriate response, first ate a cherry, then sipped the tea, said with a smile:＂RoadSnow only knows that SayIce and I were classmates sitting at the same desk, you might not know that my Chinese was taught by him, and his math was taught by me?＂

RoadSnow Lin stared her eyes wide open, said:＂Don't you have teachers for Chinese and math in your school?＂ GreatWave Yu said:＂We do, but their levels are much more inferior than ours.＂ RoadSnow Lin said:＂How?＂ GreatWave Yu said:＂Let me put in this way, I learned my Chinese from your Brother Ice, otherwise I might not be able to become an official; he learned math from me, otherwise he couldn't become a composer.＂

The interest of RoadSnow Lin was aroused considerably, she said:＂How you both taught each other, you might teach me from now on, thus I might become an official or a composer in future.＂ GreatWave Yu said:＂It is very simple, your Brother Ice just taught me wrong or inappropriate words, thus after I am enrolled in the office, I write a lot of wrong or inappropriate words in my report, my leader is very glad for that, thus he promotes me to higher position.＂ RoadSnow Lin said:＂Your leader wouldn't get angry with your report with many wrong and inappropriate words, but still have you been promoted?＂ GreatWave Yu said:＂You just think about it, if I write a report without a single wrong or inappropriate word, the leader would have nothing to correct, then where could leader show his ability? As many wrong and inappropriate words are in my report, leader has a lot of places to correct, thus to demonstrate his ability which makes him happy. When he is happy, doesn't he want to promote me?＂

RoadSnow Lin laughed, said:＂Brother Wave is very humorous. If Brother Ice is as humorous as you, then the room wouldn't be dull and gloomy like a mortuary.＂ then said:＂Brother Wave, then how you taught Brother Ice about maths?＂

＂Your Brother Ice always didn't like maths. He would fall into sleep so long as he was in maths class, the teacher just couldn't wake him up. Thus he had no choice but ask me to teach him after class.＂ GreatWave Yu said in a serious tone,＂ Your Brother Ice had to open his eyes unwillingly as I was his class mate. He learned one to seven from me, but he just couldn't learn eight to ten, I just couldn't open his skull and put the remaining numbers into his head, thus I had to give up. But none could live without maths, I worried your Brother Ice might not be able to make a living to feed himself, but your Brother Ice found a great secret, said he could go to learn to compose a music, as in music there are only one to seven, plus 0 as a rest signal, thus your Brother Ice went to a conservatory, become a not bad composer, would write songs for factory, company, school, hospital,village, township, county, city, province. Unfortunately the national anthem had already been composed by Er Nie, which your Brother Ice could do nothing about it.＂

Before GreatWave Yu could finish his words, RoadSnow Lin crouched at the floor, while one hand on her stomach, pointed at SayIce Xia, said:＂Brother Ice, you just become a composer in such a way. Why don't you introduce Brother Wave early, thus I could learn maths from him to become a composer. As a composer, you just hum several these, chirp several those, then compose your tunes to earn money to buy an apartment to become yours studio. Not like me now, I have to carry a camera to take photo or make a video to others to earn a bit money which could just make me not starve, couldn't afford to rent a room to get video clip or photos. I have to come to your place without rent, and have you to roll your eyes upward to me.＂

SayIce Xia said with a smile:＂You are without conscience, when I have done that to you? You have occupied my space, I haven't collected single penny from you, you still complain me in front of leader Yu, you are a really ungrateful and vicious wolf. I have really ushered a wolf into my room.＂ RoadSnow Lin said:＂I buy breakfast for you every morning, cook your lunch, clean your room, based on my calculation, the service fee is several times higher than the rent.＂ SayIce Xia said:＂Okay, who can argue with your sharp tongue? From now on, I will pay the housemaid fee for all those your services to prevent you from saying these kinds of things again.＂

RoadSnow Lin waved her hand with a smile, said:＂Just forget about the fee, you have treated me so well, your sister has nothing to pay back your kindness, how could I get more from you?＂ Then said to GreatWave Yu:＂ Brother Wave, you both continue to talk about classmate friendship, I will make video clip now, then cook lunch for you.＂ GreatWave Yu said:＂You just go ahead, I will chat a bit with your Brother Ice, then I leave in a short while.＂

After RoadSnow Lin closed her door, GreatWave Yu said to SayIce Xia with a smile:＂ I really don't expect SayIce Xia are hiding a beauty in this place in a short while between we see each other, and enjoying a happy life.＂ SayIce Xia said:＂You have already experienced, how can I afford to hide such kind of beauty in my room? If you want to hide, you just take her away.＂ GreatWave Yu said:＂How can I snatch a lover from other as a gentleman.＂ SayIce Xia said:＂You needn't to snatch, I just give out  for nothing.＂ then said:＂RoadSnow is a nice girl, after graduation from Mass Media School of Normal University, her parents wanted to her to go to her hometown to become a teacher, but she refused them resolutely, has stayed in the provincial city to made videos for other people with heavy video camera by herself. She has made a living by herself without single penny from her family. I saw she was not easy, thus asked her to live in my place as the place has many rooms with huge space. She moved her equipment in the room, but refused to live in the place, still rent a room in other place. She will buy breakfast for me every morning, cook lunch, clean my den spotless.＂

GreatWave Yu said:＂I guess RoadSnow Lin sees through your ill intention, thus only works in the place in daytime, and dares not to live in night.＂ SayIce Xia said:＂No matter what how I could have ill intention for my half town fellow.＂ Then said:＂You are just passing your way, or have something for me?＂ GreatWave Yu said:＂How could I have anything? All my things are related to cases. I can only come to your place if I have no case at hand.＂

MCDIS was an institution for discipline inspection and enforcement, as the responsibility for cadres was huge, their words had to be in comply with their identity. GreatWave Yu was always careful and cautious, only when he came to SayIce Xia's place, he could talk and laugh in loud voice to relax a bit. When he saw SayIce Xia, he spoke a pile of rubbish, his mood had been improved a bit, then stood up said goodbye, left the studio.

SayIce Xia was not an artist for nothing, besides play heptachord to culture and improve his nature, had a lot of things to do, didn't have intention to keep him, while looking at the instrument near the window, began to see him off. GreatWave Yu couldn't help but repeat the old words which he mentioned for uncountable times:＂SayIce, do you want to be single for your life?＂ SayIce Xia said:＂Is there anything wrong for being single? The whole family will be full when one is full, one can go and play as one likes. I'm not like your officials who has to have a family to culture his nature, manage his family, govern his country, it's his mission to have a family.＂

GreatWave Yu said with a smile:＂You needn't to prevaricate me with culturing his nature, managing his family. You just don't like to be bound by single woman, thus you can continue to try various beauties in the world.＂ SayIce Xia said:＂For your officials, you always love power, even more beauty, as I don't have power, thus I don't love beauty either.＂

When they reached the gate of the area, GreatWave Yu stopped walking, said:＂SayIce, please just stop here. You go back to your work.＂ SayIce Xia said:＂Okay, welcome to visit when you are free.＂ GreatWave Yu sighed and said:＂ Institution is an institution, which is not like what you have said either with power or with beauty. If I cannot stay there any longer, I might come to your place to copy score for you to make a living, I hope you will hire me.＂ SayIce Xia said:＂You needn't copy score for me. When we get a work, you just write lyrics, and I write score, thus I needn't share the money with other lyric writers. Right now many lyric writers could only write adulatory words, couldn't write out human words. It is really hard and disgusting to write scores for them. You have a good sense of language, it is a pity to waste your talent to write official report.＂

＂Isn't it your merit to let me have a solid Chinese basic?＂ said GreatWave Yu jokingly.

After seeing SayIce Xia, GreatWave Yu's mood had become much better. Suddenly he realized that he didn't visit his parents for three to four months as his all time was taken up by the case of Justice Zhang.  His parents were living in a dormitory provided by textile factory.
