Dr. Henrietta Abbey is an alumnus of Walden University. She graduated in 2021. This book is a research study conducted at the Ph.D level that netted feasible and produced rich data which can be replicated in other states. She also received a master's degree in Philosophy from Walden University. Her carrier background of 21 years in the police department paved the way for her to explore issues concerning networking, activism, demonstration, and law enforcement collaboration. She also acquired a master's degree in Labor Studies which contributed to her writing this book. Upon thorough investigation, Dr. Abbey discovered that issues regarding riots can be resolved through education, special training, policy making, and realistic facts.

    Abstract

    This project is about the New York City Police Department, the mission, and an in-depth analysis of its finance and budgeting. Subjects in the analysis include; evaluation of internal key points affecting strategic planning, the department’s cost-benefit data, assessment of the annual financial information, and the current financial status of the department.

    Introduction

    In modern world financial planning activities are commonly seen in families, organizations, institutions, and establishments. During planning, planners take into consideration funds available, and calculate the expenditures within the means and capacity of resources and revenue available.  Government agencies obtain funds from federal coffers and tax payer’s account.  Since the public pay taxes and such funds are used in maintaining government organizations, infrastructures, bridges, roads, streets, tunnels, parks, public buildings, and recreational amenities, the public are supposed to know what the funds are used for, and how it is used.  So, in most of the government agencies, every fiscal year, they release and publicize the fiscal finance and budgeting for the coming year to the press in order for the public to be aware of monetary analysis of the coming year.  Not only do they state the fiscal year data but also include an estimate for subsequent years.  An example of government agency that experiences finance and budgeting procedures is the New York Police Department.

    A gist background of New York City Police

    Department and the mission statements

    The New York City Police Department (NYPD) was discovered in 1845 (New York City Police Department, n.d.).  It serves the five boroughs of New York City, which are: Brooklyn, Bronx, Manhattan, Queens and Staten Island.  The primary duties of the NYPD are law enforcement and investigation in New York City.  The NYPD was the first Police Department established in America (New York Police Department, n.d.).  The current commissioner for the NYPD is Police Commissioner William Bill Bratton who was elected by Mayor Bill De Blasio on January 1st, 2014.  There are several branches in the NYPD such as the Emergency Service Unit, Canine Unit, Air Support Unit, Bomb Squad, Counter-Terrorism, Intelligence Division, Anti-Gang Unit, Anti-Organized Crime Unit, Narcotics Unit, Public Transportation Unit, Public Housing Police Division, Transit Police Division, the Auxiliary Police Offices Unit, Traffic Division and lastly School Safety Division (New York City Police Department, n.d.).  The NYPD has seventy-seven Precincts, twelve Transit Districts, and nine Housing Police Services (New York City Police Department, n.d.).  The Police Department has approximately 8,839 Police cars, eleven boats, eight helicopters, one hundred and twenty horses, thirty-one German shepherd dogs and three bloodhound’s dogs (New York City Police Department, n.d.).

    The mission and vision of the NYPD is: to promote, enhance, and replenish curtesy, professionalism, and respect among employees and the general public; to serve the public in the best of its ability, and to aide in building solid rapport in the communities, and among neighbors, and to assist in fighting terrorism activities. Also the department envisions to bring communities together by holding community coalitions in the commands and jurisdiction of the Police Department, and to ensure safety for all people by dispatching Police Officers to patrol streets and surroundings of New York City. The department issues summons to drivers who don’t abide by traffic rules, and regulations of the Department of Motor Vehicle, and they ensure the proper use of streets, roads, highways, and parking meters. Lastly, the department wants to promote quality of life through the operations of the 311 system whereby the general public could call to make complaints about
