    Foreword

    Micro, small, and medium-sized enterprises (MSMEs) play a crucial role in most economies. They are particularly important in developing countries where firm size distribution is generally skewed toward smaller enterprises. They generate the majority of business opportunities and create numerous jobs worldwide. In Southeast Asia, MSMEs accounted for an average 97% of all enterprises, 69% of the total workforce, and 41% of a country’s gross domestic product during 2010–2019. This suggests that the region’s robust growth over the past decade was largely underpinned by MSMEs. Hence, MSME development is a national policy priority in promoting inclusive growth. However, limited access to formal financial services ranks first as a barrier impeding their business development.

    This report is the thematic chapter of the Asia Small and Medium-Sized Enterprise Monitor (ASM) 2020. It explores selected country best practices related to MSME development by using an impact evaluation approach—an approach that assesses how an intervention affects particular outcomes compared with non-intervention. This is a useful analytical tool to evaluate the impact of policy interventions on MSME development in developing member countries of the Asian Development Bank (ADB).
