    FOREWORD

All Kingdom... All the Time. Here is a statement of faith, a statement of power and a statement of purpose that should be the signature DNA of every kingdom citizen! This book captures both the fundamental and developmental aspects of kingdom life and what it takes to live a consistent life of victory.

    Acts 9:19 KJV

…And when he had received meat, he was strengthened.

If I may take the liberty to use creative license, I’d like to quote the passage above. This book is truly a document of divine design and is full of meat to strengthen every believer!

The missing link in many believer’s lives is the consistency of kingdom dynamics. This ebb and flow is often due to the lack of understanding in how to find, function, flow and follow through in the kingdom DNA that makes consistent victory possible. One of the best solutions in this hour is to go All Kingdom, All the Time! There is a popular saying that suggests that Whatever you are, you do it all of the time, and another that suggests Everywhere you go, you are there. When believers develop the motivation to be Kingdom Level Citizens all of the time, that is when true victory is experienced.

Dr. James Brewton, as a scholar, Apostolic Ministry Leader and teacher/trainer has done a thorough and masterful job in mapping out each step of kingdom life development with this great blueprint for victory! This is by far one of the most concise and precise works about Kingdom development and lifestyles that I have seen in my nearly fifty years of ministry. Frequently found in this book is the important phrase, …Holy Spirit wavelength that transmits the frequency of Heaven to Earth. Realizing that there is such a thing as frequency within the framework of Kingdom language and communications should awaken a level of interest and excitement in believers that suggests there is more to the kingdom life than they’ve first believed!

After learning from this book, believers won’t simply stockpile memory verses and quotes that don’t generate progress and power that is so badly needed in traditional ministry.

This prevents the loss in translation that often plagues the church lifestyle. This lifestyle cannot be steeped in guesswork or groping about in the darkness of misunderstanding or misinformation. Make no mistake about it, we must be clear! We must be the Kingdom! Luke 17:21 KJV is clear! The kingdom of God is within you.

    James 1:5-8 KJV

5 "If any of you lack wisdom, let him ask of God, that giveth to all men liberally, and upbraideth not; and it shall be given him.

6 But let him ask in faith, nothing wavering. For he that wavereth is like a wave of the sea driven with the wind and tossed.

7 For let not that man think that he shall receive any thing of the Lord.

8 A double minded man is unstable in all his ways."

Asking in faith is predicated on the fact that the information upon which we base our beliefs must be Biblically accurate. There is no premise without a promise. GEB

Wavering is guaranteed without a solid Biblical framework on which to develop a healthy expectation or outcome. Many believers, unfortunately, base their expectations on traditional quotes and quips that often have no accurate Biblical construct or connection. Even if they are steadfast and repetitive in their expectations there are limited results because there is no direct relationship with the Logos Word of God, and therefore not necessarily an endorsement from Heaven. The Biblical text noted above lets us know that we have an opportunity to gain wisdom on this journey, and it’s freely given to us, but only if we obtain it by faith. Nearly every good student of the Bible has heard how we obtain faith. Faith cometh by hearing and hearing by the word of God -Rom. 10:17 KJV. Therefore, the Word of God and an accurate expression and exegesis of it is not optional.

A clear perspective and understanding of what kingdom life is actually about greatly reduces the tendency for believers to phase in and out of the opportunity for victorious life. This book helps to develop staying power in the believer’s life. I believe this book should be in the library of every ministry leader and believer who is looking to abandon repetitive traditional thinking and lethargic mindsets and ignite the energy of end-time advancement that is essential today. The world and the church need to see what the kingdom of God actually looks like! This is the blueprint for that! As for the kingdom… Let’s get in and stay in! All Kingdom... All the Time!

    INTRODUCTION

As I look back over the thirty years I’ve been an ordained minister, there have been many people who Abba (Father) used to help develop me, spiritually, into a commissioned kingdom-compliant servant-leader—one who strictly adheres to the Word of God as opposed to the evil systems of the world. I’ve become a current progressive kingdom leader by dwelling in the secret place of the Most High.

It is in his presence that the Father transforms believers into the image of Jesus Christ; it’s where he consistently moves us from one level of glory to the next level of glory. Dwelling in the secret place of God should be and must be prioritized in the life of every believer for reasons that are imperative to a sustained intimate relationship with God, in which he assigns to our lives pleasures forevermore.

If we carefully examine the life of Jesus, we will find he spent quality time in the presence of God—Jesus stayed tuned-in to the frequency of heaven. Jesus received instructions from his Father and was led by the Holy Spirit; he had to rely on the Holy Spirit just as saints do today.

Like Jesus, we, too, should spend quality time in God’s presence, where we become presence dwellers. In that place, Abba communes in fellowship with us and gives us revelations and instructions via the Holy Spirit. This becomes the frequency through which he gives us comprehensive insight into our Father’s plans and purpose with clarity—in supernatural high definition. He opens our mind’s eye and illuminates it with the Gospel of the kingdom—its laws, principles, and systems pertaining to heaven’s government.

Frequency relates to the number of occurrences of a repeating event per unit of time. For example, if a newborn baby’s heart beats at a frequency of 120 beats per minute, its period—the interval between beats—is half a second—sixty seconds divided by 120 beats.

Frequency is defined as the state or fact of being frequent—frequent occurrence or rate of occurrence. For example, the doctor has increased the frequency of his visits.

Frequency, as it is defined in accordance with the theme of this book, means being God conscious, Christ centered, and Holy Spirit focused—that is, the ability to access a sustainable, regular, or consistent mind filled with God’s Word, God thoughts, and meditation on the Word and the goodness of God—a mind at peace, knowing we have access on demand to the wisdom and power of God in supernatural high definition.

You will keep him in perfect peace, whose mind is stayed on You, because he trusts in You.

    —Isaiah 26:3 NKJV

I could easily frame the above verse to read: Abba keeps me in perfect peace because my mind stays tuned-in to his frequency.

God’s process toward spiritual maturity is usually slow and steady. The Holy Spirit is always moving upon the face of every single believer to bring forth God’s original plan that he intended in his eternal mind before he created the world. God is a God of order; therefore he is very methodical. He moves us from one place to another place, which is always a place of higher standards and levels of surrender, struggle, and godly suffering. God never moves backward; he is always in forward motion. His steps toward spiritual maturity are deliberate. They are intricate, they are sure, and they are pure.

In each phase of spiritual growth, God tests our commitment, loyalty, and character to humble you and test you, to know what was in your heart, whether you would keep His commandments or not (Deuteronomy 8:2 NKJV). His desire is for his children to fulfill the kingdom assignment and destiny he ordained for us, where life is enjoyable, and the rewards are great and abundant.

As an apostle, a bishop, and a pastor (shepherd) of Jesus Christ, I am blessed to share with readers throughout the pages of this book what probably is the most significant scheme Satan has used to stunt the saints’ spiritual growth and render them as spiritual babies. Satan knows that baby Christians cannot become wise master builders. His deception involves keeping the saints busy with religious duties but never embracing God’s process toward spiritual maturity, where saints become commissioned commanders and kingdom-compliant servant-leaders.

Kingdom-compliant servant-leaders have discovered their kingdom assignment and have submitted themselves to the teaching, training, equipping, and obedience that will meet the standard of the kingdom—the lofty position of subduing earthly kingdoms that become the kingdoms of our Lord and of his Christ, according to Revelation 11:15.

Like many contemporary saints, the prophet Jeremiah was deluged by a flood of complaints questioning God’s sovereignty. Why does the way of the wicked prosper? Why are those happy who deal so treacherously? (Jeremiah 12:1 NKJV). How does a saint of God today come to this same place of complaint experienced by Jeremiah over twenty-five hundred years ago? In part, it is because many saints have conformed to the celebrity mentality of the world’s system of greatness. They have been duped by the devil, living as if they are of this world.

Jesus prayed to his Father, I do not pray that You should take them out of the world, but that you should keep them from the evil one. They are not of the world, just as I am not of the world. Sanctify them by Your truth. Your word is truth (John 17:15–17 NKJV).

Yes, we live in the world, but we are not of the world. Jesus taught us how to distinguish between the two—the word of truth. Many members of the body of Christ have succumbed to the devil’s strategy—his quick fix, overnight sensation, and personality-driven claim to fame. For many, when the name-it-and-claim-it doctrine and formula for success did not work—mostly because people weren’t properly taught and never received revelation of God’s process and timing for their manifestation—they lost hope and began to make things happen by their might and power rather than by patiently awaiting God’s perfect timing, who gives us richly all things to enjoy (1 Timothy 6:17 NKJV).

Not abiding the process of spiritual maturity and God’s timing for our kingdom commission will always result in spiritual immaturity. Saints of God want very much to be spiritual giants possessing the kingly anointing of Jesus with authority and power, but not many are willing to surrender to the process by which this level of anointing is attained, or willing to pay the costly price for God’s promotion, whose blessing … makes rich, and He adds no sorrow with it (Proverbs 10:22 ESV). So, like Jeremiah, they end up complaining and questioning God.

This is the place in which I found myself for so many years, in a regressive state filled with complaints and questioning God’s love for me. One day, as I was trying to make sense of it all, desiring to be restored to my heavenly Father, the Holy Spirit led me to this scripture verse. It was as if God was speaking directly to me face-to-face. If you have run with the footmen, and they have wearied you, then how can you contend with horses? (Jeremiah 12:5 NKJV).

The difference between believers who are footmen and believers who are horsemen is significant, distinguished by a mark of honor, rank, eminence, or excellence.

My purpose in writing this book is to communicate through personal experiences the process toward spiritual maturity and how to endure it. It is a process that begins with total surrender to the development of saints from footmen and spiritual babes to horsemen—commanders, generals, officers, leaders, and spiritual parents.

Spiritual growth takes place when a believer learns to trust God completely, willingly obey his commands, heed his instructions, and serve God in the kingdom assignment he specifically ordained for that individual’s life on earth. The process is relative to the purpose, and the experience is unique to the believer.

I am very transparent in sharing some of the experiences I’ve encountered and endured en route to spiritual maturity and becoming a commissioned kingdom-compliant servant-leader. Together we will traverse the spiritual growth process by learning how to stay tuned-in to the frequency of heaven, God’s frequency, through his omnipotence, omnipresence, and omniscience. His very nature, power, and glory work in and through the believer. It is the same power Jesus exercised during his earthly ministry.

The church is now experiencing the kingdom age awakening, the era of kingdom compliance, and the era of God’s glory being revealed in the earth through his saints—those who he knows are his. She is being reformed from the inside out as she embraces the twenty-first-century apostolic and prophetic reformation and transformation models—the many diverse global networks, applications and expressions, and the unity of the faith working together, allowing the church to mature to the measure of the full stature of Christ, speaking the truth in love and growing up in all things to Jesus Christ, her head (Ephesians 4:13–16 NKJV).

God is reaffirming the church’s credibility and viability, and the saints will indeed be known as a powerful and reliable apostolic and prophetic people who speak to the seven mountains of culture with the authority of a king-priest. The church is standing at the crossroads of the conclusion of the age of grace. She must now fulfill her obligation, her mandate, to subdue the kingdoms of the world as a fully prepared bride adorned to wed the bridegroom. Let us be glad and rejoice and give Him glory, for the marriage of the Lamb has come, and His wife has made herself ready (Revelation 19:7 NKJV). She has learned to stay tuned-in to the frequency of heaven.

    CHAPTER 1

    God’s Solid Foundation

Nevertheless, God’s solid foundation stands firm, sealed with this inscription: The Lord knows those who are his, and, Everyone who confesses the name of the Lord must turn away from wickedness.

    —2 Timothy 2:19 NIV

In this end-time harvest season, it is imperative that the body of Christ understand the foundation of God’s kingdom. It is a substructure laid with the spirit of humankind, not the soul or body, as a basis for raising something greater: saints who are kingdom compliant, adhering strictly to the Word of God. The Lord knows those who are his—those who have turned away from wickedness; those who are true bond servants; those who express purity of heart, attitude, and action; and those who confess in order to know the Lord and continue in his word. They are his disciples indeed (John 8:31 NKJV).

The word foundation, as it relates to the law of first mention in the Bible, is derived from the Hebrew word yacad, a primary root word meaning to set, to found, or to sit down together—that is, to settle; to consult; to establish; to lay the foundation; or to instruct, set, or ensure.

In the New Testament, the Greek translation for foundation is the verb themelioo, which means to lay a foundation. Metaphorically, it means to be grounded in love and settled in faith.

God’s very nature is incorporated in his foundation, which forms an indistinguishable whole—a legal corporation that stands firm, grounded in love and settled in faith. God’s foundation is solid because it takes on the personality and character of the One who laid it: For no other foundation can anyone lay than that which is laid, which is Jesus Christ (1 Corinthians 3:11 NKJV).

In light of this revelation, we must understand that the kingdom of God is both a concept and a reality. A concept is defined as something conceived in the mind, while a reality is something in actual fact—a real event, entity, or state of affairs.¹ Jesus said, My kingdom is not of this world. If it were, my servants would fight to prevent my arrest by the Jews. But now my kingdom is from another place (John 18:35 NIV). Notice he never said it was not in this world. In essence, Jesus identifies his kingdom as a reality although it is from another place, heaven. Jesus further stated, The kingdom of God does not come with observation … For indeed, the kingdom of God is within you (Luke 17:20–21 NKJV). The implication is that the kingdom of God is a concept of the heart (mind) since it cannot be seen as a geographical location on the earth.

Before we go any further, let’s define kingdom. A kingdom is the realm of the authority of a king, or the territory or people over whom a king bears rule. In short, it is the government of a king, a sovereign who exerts his influence over his territory, influencing it with his will and his purpose in order to develop a culture and society of subjects or citizens who reflect his nature and values. Basileia is the Greek word for kingdom, and it means sovereignty, royal power, and dominion.² Therefore, a kingdom is a government led by a king. The king is the government, and wherever the king is, his government is also present.

Let’s also make a distinction between the kingdom of God and the kingdom of heaven in how each entity functions. The former is the extension of God’s rule and dominion—the government of God on the earth. The latter is the government of God in heaven. The kingdom of heaven is a clear depiction of where it is from, while the kingdom of God lets us know who runs it. Nevertheless, in the realm of the spirit, there is no difference between the two.

Then Jesus said to His disciples, Assuredly, I say to you that it is hard for a rich man to enter the kingdom of heaven. And again I say to you, it is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of God.

    —Matthew 19:23–24 NKJV

The kingdom of God is the governing influence of our heavenly Father’s will over the territory called earth—his affect and influence over his citizens whom he has chosen.

Just as He chose us in Him before the foundation of the world, to be holy and blameless before Him in love.

    —Ephesians 1:4 MEV

Now, therefore, you are no longer strangers and foreigners, but are fellow citizens with the saints and members of the household of God.

    —Ephesians 2:19 NKJV

Because God has from the beginning chosen you for salvation through sanctification by the Spirit and belief in the truth.

    —2 Thessalonians 2:13 NKJV

The kingdom of God is a government based upon a constitution that governs the kingdom. The solid foundation of the kingdom stands sure, for it is built upon the eternal Word of God, which is established forever in heaven (Psalm 119:89 NKJV). In the beginning, God spoke. He used his words to bring everything into existence, including humankind. He created Adam in his own image and likeness and crowned him with words of dominion. He created Adam to rule and crowned him with his glory. This was the delegated authority conferred on humankind to be God’s agent-representatives in the territory called earth (Genesis 1:26–31 NKJV).

As citizens of the kingdom of heaven, we were created to act like God on the earth because we were created in his image—his nature and creativity—and his likeness—his similarity, behavior, and capability. So God, our king, governs earth—his expanded territory or domain—from heaven through his people. It is the will of the King for his rule to be asserted throughout his territory by his citizens. Therefore, our kingdom assignment is the priority of God and the object of our pursuit. Through his nature, we are programmed to do his will on earth as it is in heaven. Jesus’s top priority was to teach and preach the Gospel of the kingdom. His focus was solely on a kingdom, not a religion.

From that time on Jesus began to preach, Repent, for the kingdom of heaven is near.

    —Matthew 4:17 NIV

Jesus went throughout Galilee, teaching in their synagogues, preaching the good news of the kingdom, and healing every disease and sickness among the people.

    —Matthew 4:23 NKJV

And He sent them out to preach the kingdom of God and to heal the sick.

    —Luke 9:2 KJV

The kingdom message is fully disclosed in the Bible. The Bible is about a king, his kingdom, its citizens, and his will to be done on earth as it is in heaven. Our purpose, or kingdom assignment, is tied to the earth, not only in this life but also in eternity. Earth will always be our permanent home. God has created us in his image and likeness and has given us his authority to manage it according to the heavenly constitution. The Word of God is the constitution of the kingdom. The Word of God is the eternal foundation of the kingdom. Jesus is the brightness of the Father’s glory, the express image of God, and upholds all things by the word of his power (Hebrews 1:3 NKJV).

THE ORIGIN OF GOD’S KINGDOM IS SPIRITUAL

That which is spiritual supersedes that which is physical. Everything visible and physical was made from that which is invisible and spiritual. By faith we understand that the universe was formed at God’s command [His Word], so that what is seen was not made out of what was visible (Hebrews 11:3 NIV). Living in the kingdom of God requires a heavenly eternal perspective, not an earthly ephemeral one.

In the Gospel of Matthew, Jesus tells us to prioritize the kingdom of God, and all visible and physical things will be added (Matthew 6:33 NKJV). What we must understand is that God’s kingdom and his sovereignty are one. From the moment we made Jesus Savior and Lord of our lives, we became citizens of the kingdom of heaven under our heavenly Father’s sovereign rule. Our Father doesn’t ask our permission concerning his sovereignty. He boldly affirms that he is sovereign. God has set his throne in heaven; he rules over us all. He’s the King (Psalm 103:19 MSG).

Our God is in heaven doing whatever he wants to do (Psalm 115:3 MSG). It’s high time the saints of God realize when we accepted Jesus we accepted the kingdom of God, his sovereignty, and his rule from heaven. We may look at earth as a colony of heaven, a colony created by God for humankind—the extension of his royal family. David wrote, The earth is the Lord’s, and the fullness thereof; the world, and they that dwell therein (Psalm 24:1 KJV). God upholds the world by the word of his power. John affirms this in his Gospel and in the book of Revelation.

In the beginning was the Word, and the Word was with God, and the Word was God. He was with God in the beginning. All things were created through Him, and apart from Him not one thing was created that has been created.

    —John 1:1–3 TPT

You are worthy, O Lord, To receive glory and honor and power; For You created all things, And by Your will they exist and were created.

    —Revelation 4:11 NKJV

Everything God created he created for his glory. There is no one greater than God; therefore there is no one greater than God to receive glory. For by Him all things were created that are in heaven and that are on earth, visible and invisible, whether thrones or dominions or principalities or powers. All things were created through Him and for Him. And He is before all things, and in Him all things consist (Colossians 1:16–17 NKJV).

Jesus’s Kingdom Prayer says, Your kingdom come. Your will be done On earth as it is in heaven (Matthew 6:10 NKJV), which suggests that the will of the King, whose throne is in heaven, be done or duplicated on earth by his citizens.
